14-year-old Marcus Frederick (Brendan Sexton III) resides in Manhattan’s Lower East Side with his grandmother, Lucy (Lynn Cohen). His mother, Joanna (Edie Falco), has spent the last nine years of Marcus's life in prison for smuggling undocumented aliens into New Mexico. Presumably, Marcus’s father died in a car accident when Marcus was five. Lucy owns and operates her own establishment called Lucy’s, where she works as a bartender, giving Marcus a lot of unsupervised time to spend with his four friends Chip (David Roland Frank), Benny (Carlo Alban), Louis (Mtume Gant), and Harold (Antoine McLean). The group spends the majority of their time committing petty theft and hanging around in their underground clubhouse near the waterfront. Chip has grown tired of the small-time crime and wants to move into more serious theft, such as robbery.

The story revolves around parents Annie and Arthur Pope (Lahti and Hirsch) who in the 1970s were responsible for the anti-war protest bombing of a napalm laboratory. The film takes place in 1986, 13 years after the events of the first film. It begins with Buzz and Rick, two rowdy high school seniors racing along an abandoned stretch of Texas highway, en route to a weekend of fun in Dallas. They are heavily intoxicated and use their car phone to call and harass on-air radio DJ Vanita "Stretch" Brock (Caroline Williams). Unable to convince them to hang up, Stretch is forced to keep the line open. Buzz and Rick encounter a large pickup truck which runs parallel to them on a remote bridge. Suddenly, Leatherface (Bill Johnson), wielding a chainsaw, emerges from the back of the truck and proceeds to attack Buzz and Rick. After a short struggle, Rick tries to shoot Leatherface with a .44 Magnum revolver, but misses his target. Leatherface then slices off part of the driving Buzz's head, and the car ends up crashing and killing Rick.

Travis Henderson (Harry Dean Stanton) is walking alone across a vast South Texas desert landscape. Looking for water, he enters a saloon and collapses. He is treated by a doctor (Bernhard Wicki), but does not speak or respond to questions. The doctor finds a phone number on Travis, calls the Los Angeles number, and reaches his brother, Walt Henderson (Dean Stockwell), who agrees to pick him up. When Walt arrives in Texas, he discovers that Travis is gone. When he finds him wandering alone, Walt tells his silent brother that he will take him back to Los Angeles. They stop at a motel, but Travis wanders off again. Walt finds him, and the two drive to a diner, where Walt begins to question the still silent Travis more forcefully about his disappearance. Walt and his wife, Anne (Aurore Clément), have not heard from Travis in four years. After Travis abandoned his son Hunter (Hunter Carson), Walt and Anne took care of him for four years. Travis is visibly moved by the mention of his son, and tears flow from his eyes.

Jesse Lujack (Richard Gere) is a cocky, nihilistic drifter in Las Vegas, obsessed with Marvel Silver Surfer comic books, the rock and roll music of Jerry Lee Lewis and Monica Poiccard (Valérie Kaprisky), a UCLA architecture undergraduate whom he knows only from a weekend fling in Vegas. As the film opens late at night, he steals a Porsche, intending to drive to Los Angeles. As he speeds down the highway and looks through the owner's possessions, he discovers a handgun in the vehicle's glovebox. Seeing his reckless driving, a policeman gives chase and Jesse is forced off the road and becomes stuck. When the policeman orders him to step away from the car, Lujack impulsively grabs the gun and (apparently accidentally) shoots the officer. Fleeing to Los Angeles, Lujack finds his picture splashed all over the newspaper and TV news as the "cop killer.
