A long-running live radio show is in danger of being canceled by new owners of the company that holds both radio station "WLT" and the theater where the show is broadcast. The film takes place on the night of the show's last performance. The show has two visitors: an angel calling herself Asphodel (Virginia Madsen) comes to comfort the people who work on the show and to escort one of them to the afterlife, while "the Axeman" (Tommy Lee Jones), a representative of the new owners, arrives to judge whether the show should be canceled. He makes it clear that the show is not what he considers modern popular programming, and though he too is escorted by the angel, the show is shut down anyway. In an epilogue at the end of the film the former cast members are reunited at Mickey's Diner. Their conversation pauses as they are joined by Asphodel.

Sitting alone at a roadside bar in Arizona, Fred "Rabbit" Smith (Williams) drinks nervously. Two people named Jack La Roca (Phillips) and Stephanie (Petty) enter the bar. Rabbit uses the restroom followed by Jack who handcuffs him. He reveals that he and Steph are Federal Marshals assigned to capture Rabbit and bring him to court in Los Angeles to testify against a mob boss named Benny (Sven-Ole Thorsen) who Rabbit used to work for. He was originally going to testify in exchange for full immunity but ran after learning the mob joined forces with the Russians. They are hunting him, too. Jack calls for a Suburban driven by four other marshals to pick them up before Benny and his mob arrive with heavy firepower. They leave out the back and battle the assassins until marshals; Nick, Mary, PT and Joe arrive between them. They manage to kill all assassins but Benny. Jack and Rabbit use Rabbit's car to escape in the same path as the other marshals (including Steph in the truck). Jack manages to shoot Benny's tires out before leaving.

The Jack Bull is about a normal horse trader, Myrl Redding (John Cusack), who cherishes the law and his rights. He lives a normal life with his son, Cage (Drake Bell), his wife Cora (Miranda Otto) and his good friends. However he clashed one day with land baron Henry Ballard (L. Q. Jones) over Wyoming's bid for statehood. If Wyoming remains a territory, Henry Ballard can continue to buy more land and eventually evict its residents; however if Wyoming becomes a state then his rights to the land will be restricted. After further conflict with Ballard, Redding attempts to take his horses to a horse market in Casper. However he encounters Ballard, who has built a tollgate that blocks the road to Casper, charging a fee for passage. Redding realizes going around would take too long to get the horses to market on time, with the market closed before he could arrive. Ballard tells Redding that he will allow Redding to cross with a fee of ten dollars. Redding gives him five and leaves two black stallions as collateral for the other five. He also leaves his Indian friend and worker Billy to make sure the horses are not mistreated. Redding arrives at Casper on time and sells his horses, with the exception of the two he left behind and makes his way back to his home. He stops for his horses and finds Billy is missing and his horses are starved, diseased, beaten, and near death. He beats one of Ballard's henchmen and demands that his horses be returned healthy and fed. Ballard says he'll never do it and Redding leaves, saying he has two weeks to comply with his demands. Ballard ignores him and returns to his normal life.

In 1821, Don Diego De La Vega (Anthony Hopkins) fights against the Spanish in the Mexican War of Independence as Zorro, a mysterious swordsman who defends the Mexican peasants and commoners of Las Californias. In 1973, Sam "Ace" Rothstein (Robert De Niro) is a sports handicapper and Mafia associate who is sent to Las Vegas to run the Teamsters Union-funded Tangiers Casino on behalf of the Chicago Outfit. He hires old friend Billy Sherbert (Don Rickles) as his manager. In between, Ace and his friend, mob enforcer and caporegime Nicholas "Nicky" Santoro (Joe Pesci), narrate how the mob bosses control the Teamsters Union, which gives out money for casinos that they own, such as The Tangiers, and how they also drive off rival crews and get rid of cheaters. Ace becomes the Tangiers' de facto boss by taking advantage of lax gaming laws allowing him to work at the casino while his gaming license is still pending. He doubles the casino's profits, which are skimmed by the Mob before the records are reported to income tax agencies. The bosses are impressed with Ace's work and send Nicky to protect Ace and the whole business, along with Nicky's brother Dominick, Nicky's friend and subordinate Frank Marino (Frank Vincent), and the rest of Nicky's soldiers in his crew. Nicky, however, becomes more of a liability than an asset; his criminal activities- which he makes nearly no effort to conceal- and his violent and vicious temper quickly gets him banned by the gaming board from every casino, and his name is placed in the Black Book. In retaliation, Nicky gathers his own crew, opens a jewelry store and restaurant, begins running unsanctioned shakedowns and burglaries, and soon after is considered the mob boss of Vegas.

The main character, J.J. McQuade (Norris), is a former Marine and a Texas Ranger who prefers to work alone. He lives in an old trailer in the middle of nowhere with a pet wolf. The film opens with McQuade involved in an intense battle with Mexican bandits and a gang of horse thieves from which he emerges unscathed (saving several Texas State Troopers). Shaking off the dust, McQuade returns to El Paso, Texas to attend the retirement ceremony of his fellow Ranger and close friend Dakota (Jones). After the party, his commander attempts to curb his "lone wolf" attitude by insisting he work with local Texas State Trooper Kayo Ramos (Beltran), a tough but clean-cut and polite Latino. Although divorced, McQuade is on very good terms with his ex-wife, and loves his teenage daughter Sally. McQuade also seems to like Sally's boyfriend Bobby, who is enlisted in the US Army and is respectful of McQuade being a retired Marine.
