Lance Kinsey (born June 13, 1954) is a Canadian actor and screenwriter, best known for his role as Lt. Proctor in the Police Academy film series. He also played the male lead in Club Fed.
Kinsey moved to Chicago and joined the Second City comedy troupe where he wrote and starred in several consecutive revues. He taught improv at high schools and colleges including Columbia College in Illinois as well as the Goodman Theatre. He was nominated for two Joseph Jefferson Awards.
Kinsey has appeared in television, film, and theatre productions, but is probably best known to audiences as Proctor, the supercilious sidekick of Commandant Mauser and Captain Harris in the Police Academy film series. Kinsey also writes and produces for television and film.

Biography
Lance Kinsey grew up in Chagrin Falls, Ohio. He attended Hawken School in Gates Mills, Ohio and graduated from Vanderbilt University in Nashville, Tennessee. He majored in drama and after college apprenticed at Actors Theatre of Louisville. Then he performed with other regional theaters, dinner theaters, and national touring companies.Kinsey moved to Chicago and joined the Second City comedy troupe where he wrote and starred in several consecutive revues. He taught improv at high schools and colleges including Columbia College in Illinois as well as the Goodman Theatre. He was nominated for two Joseph Jefferson Awards.

Respected anthropologist James Krippendorf (Richard Dreyfuss) and his wife, Jennifer (Barbara Williams), bring their three children along during their much-enjoyed search in New Guinea for a lost tribe. The search fails, despite the family's best efforts. After Jennifer's death back in the U.S., James falls into academic stagnation, having spent all his foundation grant money raising the children as a single parent. Scheduled to lecture at a college and fearful of being charged with misuse of grant funds, James concocts an imaginary tribe, the Shelmikedmu, using the names of his children as a basis. In Los Angeles, Billie York (an uncredited Whoopi Goldberg) is murdered by a man dressed as a Wilderness Girl because she possesses a microfilm with the recipe to turn cocaine into Wilderness Girls cookies and she won't hand it over to the ones that seek it. Her former partner, Wes Luger (Samuel L. Jackson), takes the case in an attempt to avenge her death. As part of the terms for letting Luger taking the case, psychotic burned-out narcotics agent Jack Colt (Emilio Estevez) is assigned to the case with Luger. Under the advice of their captain (Frank McRae), they meet Dr. Harold Leacher (F. Murray Abraham) who informs Jack that the case has something to do with General Mortars (William Shatner) under whom Jack had worked during his days in Vietnam. Following Leacher's advice they pursue the villains, however, before the villains are apprehended, Luger must journey into his past to realize the right thing to do.

The film begins in a large garage structure, where Cpt. Proctor (Lance Kinsey) and Commandant Mauser (Art Metrano) meet up with former Police Academy cadets, (now Sgts.) Chad Copeland (Scott Thomson) and Kyle Blankes (Brant van Hoffman). It seems one of the two Police Academy schools is getting the axe due to the state government's unwillingness to finance two academies, and Mauser wants Copeland and Blankes to make sure Lassard screws up. The men agree to the plan, knowing this may be their only chance at revenge at Lassard for (somewhat deservingly) graduating them at the bottom of their class.

After a random attack the night before by a local gang known as "The Scullions" and their infantile leader Zed McGlunk (Bobcat Goldthwait), Chief Henry Hurst (George R. When Jonathan Ogner (Andrew McCarthy) first shows up to prep school, he is laughed at for wearing his school uniform. He then goes up to his dorm and meets his new roommate (Rob Lowe), who introduces himself as Squire Franklin Burroughs IV but tells Jonathan to call him "Skip." Skip then takes off his trench coat and is shown to be wearing a red bra and girls' underwear. He explains to the shocked Jonathan that it isn't what it looks like and that it's a tradition for the seniors to parade around campus wearing only girls' underwear. When Jonathan doesn't have any, Skip gives him a set that he had in his dresser. Skip and Jonathan travel out of the dorm together until they get to the final door where Skip stays behind and locks the door. The other students begin to laugh and mock Jonathan for wearing girls' underwear. Mortified, Jonathan attempts to flee the scene. After discovering that Skip has locked all the doors, Jonathan climbs a trellis that leads into his dorm where he finds Skip lying on the floor laughing hysterically.
