Lawrence Ah Mon, de son vrai nom Lau Kwok-Cheong (劉國昌, né en 1949) est un réalisateur hongkongais connu pour ses films sur la pauvreté à Hong Kong comme Gangs (1986), Spacked Out (2000), Gimme Gimme (2001) et City Without Baseball (2008). Il a également réalisé plusieurs films sur l’histoire criminelle coloniale et post-coloniale de Hong Kong comme Lee Rock et Lee Rock 2 (avec Andy Lau) et Queen of Temple Street (1990).

Roger Leung (Andy Lau), an unmarried middle aged Hong Kong film producer lives with Chung Chun-to (Deanie Ip), a maidservant who has worked for his family for decades. Returning home after a business trip, Roger discovers To on the floor and calls for an ambulance. At the hospital, Roger discovers that To has had a stroke but rather than ask for rehabilitation, To decides she wants to retire and asks to be put in a nursing home. While looking for a nursing home Roger discovers one nearby that is owned by his friend. He installs To there and visits her in between his production jobs. While visiting To, he tells her friends and neighbours that he is her god son in order to explain their connection.

Eight-year-old Law Chun-yi (who goes by the nickname Big Ears) lives with his parents and his sixteen-year-old brother Desmond in a shoe shop on Wing Lee Street in late 1960s Hong Kong. Chun-yi looks up to his brother, who is a champion runner at the local high school, earns top grades, is a talented musician, and is very popular; Chun-yi's parents and teachers often scold him for not being as good as his big brother. Desmond has a girlfriend, Flora, who comes from a wealthy family, and whose family moves away to the United States to escape the "lawless" situation in Hong Kong. Desmond gradually becomes aware of the inequalities in Hong Kong society of that time, both through interactions with a cocky British policeman who extorts money from his father in exchange for letting them keep their shop (and who insists that Desmond will never "make it big" because his English isn't good enough) and through his first time seeing the inside of Flora's family's mansion. Most of this is told through Chun-yi, the film's narrator.

Hartman Fong (Richie Jen) succeeds Shane (Bowie Lam) as the leader of Hong Kong's Special Duties Unit Sniper Team. Hartman who is by-the-book and hierarchical, got the job despite being the second best shooter in team history. Tsui Chik (or Simon in the US version) tries to lead a quiet life as a librarian. However, he is really a former test subject for a highly secretive supersoldier project and the instructor of a special commando unit dubbed "701". The 701 squad is used for many government missions, but after one of the agents kills a team of policemen in an uncontrollable rage, the government decides to abort the project and eliminate all the subjects. Tsui Chik helped the surviving 701 agents flee the extermination attempt. Having escaped, Tsui Chik went separate ways from his team and lived in Hong Kong. Later at night he discovers that the rest of the team were responsible for a violent crime spree that was beyond the capability of the local police. He sets out to get rid of them, donning a mask and hat using the superhero alias of The Black Mask. Having lost the ability to feel pain due to the surgery performed on the super-soldiers by the military, Black Mask is almost invulnerable.

With encouragement from his girlfriend, Gloria (Carmen Lee), Ken Wong (Aaron Kwok), a rebellious and stubborn youth, decides to focus on the sport of boxing. During a match, Ken accidentally kills Gloria's older brother, Rocky (Michael Tong), and the two break up. Ken is unwilling to give up his boxing career and seeks tuition from boxing master, Black Jack Hung (Sammo Hung). He also manages to reconcile with Gloria, who supports Ken returning to the ring to complete her brother's wish to challenge Yamada Motokazu (Sawada Kenya), the boxing champion of Asia. Due to constantly suffering blows to his head, Ken's is physically traumatized and once able to defeat Yamada, he also collapses.
