After her mother's death, New York City fashion designer Lisa Rayborn (Natasha Henstridge) returns to her hometown and family farm. Due to a weak economy, her brother Jim (Harry Hamlin) has converted the family business from a cattle farm into a sheep farm, despite their father's (Lawrence Dane) objections. To help out, Lisa decides she will stay to help on the farm. She adopts a border collie from the local animal shelter and trains it as a sheepdog, naming the dog Lucky. Jim and Lisa decide to enter Lucky in a sheep herding contest, but when a severe thunderstorm sparks a forest fire, Lucky helps rescue trapped children and bring them to safety. While doing so, Lucky's leg is burned, and it looks as if she will not be able to compete.

For several generations the Parks family lived on a quiet hillside where Katelyn's grandfather and her father (Mike Daly) were keepers to the town's lighthouse. When a developer's limousine gets stuck in a sink hole on Possum Lodge's property and several attempts to recover it send it into the lake, the developer takes the matter to court. The town and the presiding judge, who have been looking for decades for a way to shut down the Lodge, fine the lodge $10,000 and give them thirty days to pay, and in default the Lodge reverts to the town. Shortly after the events of the previous film, Tiffany (Jennifer Tilly), a former girlfriend and accomplice of serial killer Charles Lee Ray (voice of Brad Dourif), acquires the remains of Chucky from a police evidence locker after bribing and then murdering a police officer with access to the locker.
