Master Sergeant Ernest G. Bilko is in charge of the motor pool at Fort Baxter, a small United States Army base that develops new military technology. Six-year-old Ben Archer watches silently as his father starts up his car and drives away with his secretary, and they both offer only a wave out the window in parting. His mother, Sandy (Fawcett), can only watch heartbroken from the window of their house as her ex-husband leaves them. Ben’s father promised to visit him, yet never comes back. They are both upset, but they decide to have a fresh start, so they move into a loft apartment in downtown Seattle to begin a new life with just the two of them. Sandy makes creative efforts to turn it into a home for them. They gradually overcome his father leaving and foster a very close bond with important rituals and routines, including making a collage with beach debris. Sandy develops an interest in dating, but her suitors never fit well and don’t last long, which allows Ben’s ideal relationship with his mother to resume. Five years later, however, Sandy decides she’s ready for marriage again, and begins seriously dating U.S. Attorney Jack Sturges (Chase).

Frank Drebin (Leslie Nielsen) has retired from Police Squad and lives a basically happy life with his wife, Jane Spencer-Drebin (Priscilla Presley). It remains "basically happy" because police work has been Frank's meaning of life, and he feels unhappy about not being able to legally take on criminals anymore. Additionally, Jane tries to push him into siring a child, but Frank does not have the courage to go through this yet. It comes as a blessing to him when his old friends Ed Hocken (George Kennedy) and Nordberg (O.J. Simpson) come by and ask for his help in an investigation. The Police Squad has caught wind that a well-known bomber named Rocco Dillon (Fred Ward), who is currently incarcerated, has been hired by a terrorist (Papshmir, known from the first movie) to conduct a major terrorist act against the United States. An important contact, Tanya Peters (Anna Nicole Smith), Rocco's girlfriend, proves to be a dead end, so Drebin is asked to join Dillon undercover in prison, befriend him, and then leak details of the plan to his colleagues. However, the first part of the mission – by pure accident – proves to be extremely taxing; Jane becomes frustrated both at Frank's sudden unwillingness to engage in his marital duties and the suspicion that he is doing police work again, and storms out of the house.

A witness against the Mafia is being secretly held until the trial when a violent attempt against her that kills several of her guards, as well as her husband, is made. She disappears and Chris Lecce (Dreyfuss) and Bill Reimers (Estevez) are called upon due to their excellent surveillance record, to stake out a lakeside home where she is believed to be. The movie opens with the invisible Nick Halloway (Chevy Chase) dictating his memoirs into a video camera. To prove it is not a camera trick, he chews some bubble gum. Nick goes on to narrate the story of how he came to be invisible, beginning a few days earlier at his job as a stock analyst. His secretary, Cathy DiTolla (Rosalind Chao), refers to him as a "bullshit artist", and he spends most of his life avoiding responsibility and connections with other people. At his favorite bar, the Academy Club, his friend George Talbot (Michael McKean) invites him to join his table where Nick meets Alice Monroe (Daryl Hannah), a TV documentary producer. Sharing an instant attraction, Nick and Alice make out in the ladies' room. When Alice has to leave, Nick drinks heavily to console himself, although the pair set a lunch date for Friday.

In 1997, Los Angeles is suffering from both a heat wave and a turf war between heavily armed Colombian and Jamaican drug cartels. A Predator watches a shootout between the police and Colombians, observing as Lieutenant Michael Harrigan charges into the firefight to rescue two wounded officers and drive the Colombians back into their hideout. While the police are ordered to wait for a federal task force to arrive on the scene, the Predator crashes through a skylight and attacks the Colombians. Harrigan and his police detectives Leona Cantrell and Danny Archuleta enter against orders and find the Colombians have been slaughtered. Harrigan pursues the gang leader onto the roof and shoots him, catching a glimpse of the camouflaged Predator's silhouette, but dismissing him as an effect of the heat. Harrigan is rebuked by his superiors for his disobedience. He is also introduced to Special Agent Peter Keyes, leader of the task force who are purportedly investigating the cartels, and Detective Jerry Lambert, the newest member of Harrigan's team.
