After receiving a tractor as a gift from the kolkhoz of an unnamed Soviet village, communist mayor Peppone plans to twin Brescello with the unnamed town. After some failed attempts to block the major's plan, Don Camillo ultimately tricks Peppone into including him (under a false name and with forged papers) among the Italian communist representatives going on the other side of the iron curtain to attend the twinning ceremonies. Only Peppone and the other comrades from Brescello will know the priest's real identity. During the Russian stay they will face a series of situations that will show them both the political contradictions of Soviet Russia and the normal life of its common people.

In Brescello, Don Camillo and Peppone decide to leave for Rome, after another tremendous fight. Don Camillo become monsignor, while Peppone honorable in the parliament of Deputies at Montecitorio. However the two have a pure and provincial spirit, not suitable to the cruelty of the city, and so they come back soon in their small town in the Po valley. While Don Camillo is planning, a betrayal, a wedding in a Catholic ceremony for the son of Peppone, the mayor tries to deceive the priest with a lucky win on the lottery. Don Camillo then responds with a proposed deal on the sale of a gas station. Since Peppone, being a Communist, can not deal with money, while he had won the lottery, decides to hide the ticket. Don Camillo unmasks him, and the two return to fight, while they are spreading once again to Rome.

In the village of Assola, divided in half by the French-Italian border, the smuggler living Neapolitan Giuseppe La Paglia (Toto) and the French customs officer Ferdinand Pastorelli (Fernandel). On the feast day of the town on the French side, Ferdinand Joseph stopped arriving late to the traditional parade that was to bring the French flag, and during the following reception of the hotel two borders, which is divided in half by the border, Joseph discovered that Ferdinand was born Italian mother and an unknown father in the kitchen of the restaurant which is located in the Italian part of the hotel, for which, though recorded at the French Ministry, the customs officer, is actually Italian and is not entitled to exercise the profession. A subsequent audit at the municipality of Assola, Ferdinand discovers that those who recorded the birth years before, Gaspar Donnadiè, owner of the two borders, failed to register there, while it was the Italian municipality. The same Donaddiè tells Ferdinand that he went to the town hall French because it was raining that day and it was closer than the Italian one.

Paul Verdier est un modeste représentant en chocolaterie qui n'a pas trouvé en son épouse la femme idéale. Antonio Trabbi is a greedy old man with a very rough personality and obsessed by money. He deprecates charity and love and has no friends or love interest, being lonely and avoided by people. On Christmas Eve he is visited by the ghost of his former business partner, who warns him about his life-style and announces the visit of three spirits, who will show Antonio past, present and future Christmas days. During the night, the three spirits actually appear to Trabbi, showing him his sad past, the bad reputation he has with everyone and the bad outcome of his actions, which will lead him to a lonely death and to terrible punishments in Hell. The story starts in a small [albeit unnamed] town, simply known as "a small world", in the Po lowlands of northern Italy, in the early summer of 1946. The town's Communist party led by Peppone has just won the majority of seats within the city council, an event which they exploit for propagandistic purposes – and with some non-vocal, but church bell-assisted protest by the outraged Don Camillo, the spiritual leader of the town's Christian political party –, when an unexpected event puts an instant stop to this arising conflict: Peppone has just added a new member, a son, to his family, and following a personal and pugilistic appeal by Peppone himself (as well as some admonishment from Christ) to a reluctant Don Camillo, the child is baptized in Camillo's church. Similar conflicts arising in the course of the story are settled between Don Camillo and Peppone in a similarly conflicting, but ultimately unified fashion, such as:
