Lee Phelps (May 15, 1893 – March 19, 1953) was an American film actor. He appeared in over 600 films between 1917 and 1953, mainly in uncredited roles. He also appeared in three films that won the Academy Award for Best Picture (Grand Hotel, You Can't Take It with You and Gone with the Wind).
Phelps appeared in the 1952 episode "Outlaw's Paradise" as a judge in the syndicated western television series, The Adventures of Kit Carson, starring Bill Williams in the title role. He also appeared in a 1952 TV episode (#90) of The Lone Ranger.

The source of this is traced to an office located directly above the store, where scientific equipment is found, along with a dead body. A nameless, ruthless man (Preston Foster) who identifies himself as Mr. Big is timing to the minute the arrival of two trucks. One is an armored car routinely picking up bags containing lots of money from a bank. The other truck delivers to a flower shop next door. The man’s timing shows that, for a very few minutes, the schedule of both trucks coincidentally parks them next to each other. He is casing the armored car. He needs a gang to help him rob it. He selects three men for the gang -- the addictive gambler Peter Harris (Jack Elam) wanted for murder, gum-chewing thug Boyd Kane (Neville Brand) and the womaniziing Tony Romano (Lee Van Cleef). When interviewing them, he wears a mask so they cannot identify him. He has selected them because each has a reason for fleeing the US. They will fit perfectly into Mr. Big’s complex plan, which appears to be an ordinary robbery but is much more.

The film follows the life of David Marshall Williams (James Stewart), who was a member of the Winchester team that invented the semi-automatic M1 Carbine used in World War II. Williams was found distilling illegal moonshine, and was held responsible for the death of a federal officer during a raid on his still. He was sentenced to thirty years hard labor. He cycled through the prison system, until a firm, but compassionate warden, H.T. Peoples (Wendell Corey), allowed him to work in a prison tool shop. There, he invented the gas system for his famous rifle. Williams was released from prison in 1929 and worked with Winchester Firearms on development of the M1 Carbine.

Beauregard Bottomley (Ronald Colman) is an unemployed PhD physicist who lives in Los Angeles with his piano-instructor sister Gwenn (Barbara Britton) and the alcohol-guzzling parrot of the film's title, Caesar. Beauregard and Gwenn live in a bungalow court, surrounded by books. Beauregard is an omnivorous reader, and is highly knowledgeable on virtually any subject - except, as he admits, how to hold a job. Beauregard obtains word of a mysterious job opportunity at the Milady Soap Company. He meets the eccentric company owner, Burnbridge Waters (Vincent Price), for the job interview. Public defender Paul Bennett (Gig Young) dedicates himself to defending a destitute man accused of murder.
