Sean Porter (Dwayne "The Rock" Johnson) works at Kilpatrick Detention Center in Los Angeles. He becomes frustrated at not being able to help the kids get away from their problems in life when they are released from the center, such as street gangs and drug dealings. He decides to create a football team so the kids can feel like they're part of something. Porter believes that football will teach the teenage inmates what it takes to be responsible, mature, and disciplined winners. He picks out a few kids in the room that he feels will benefit from this program and requires that they practice with him the following day. He states to his new team, the Kilpatrick Mustangs, "You do it my way, not your way. Your way got you here and you're here because you lost. Right now you are all losers, but if you accept this challenge and stick with the program, you are all going to be winners at the end." Two of the teens do not get along because they are from rival gangs. Willie Weathers (Jade Yorker) is from the 88’s and Kelvin Owens (David Thomas) is from the 95’s. The first game is against the best team in the league, Barrington. The game starts out somewhat positive for the Mustangs, as they recover a fumble on the first drive, but things quickly turn. They are demolished by Barrington, losing by 38 points. After starting 0–2, the Mustangs start winning games as they learn to work together. Kelvin and Willie finally shake hands when they win a game by one touchdown after Kelvin makes a big block for Willie. Near the end of the season, the Mustangs are headed for the playoffs. They are getting more publicity and more fans along the way.

The film begins in March 1836 in the Mexican State of Coahuila y Tejas town of San Antonio de Bexar (now Downtown San Antonio in the U.S. state of Texas), site of the Alamo, where bodies of Texan defenders and Mexican attackers are strewn over the Alamo. The film then flashes back to a year earlier. Sam Houston (Dennis Quaid) attends a party where he tries to persuade people to migrate to Texas. He meets with David Crockett (Billy Bob Thornton), recently defeated for reelection to Congress. Houston explains to Crockett that as an immigrant to Texas, Crockett will receive 640 acres (2.6 km) [a square mile] of his own choosing. Crockett, with a grin, pointedly asks Houston whether this new republic is going to need a president.

In the quiet mining town of Prosperity, Arizona, an accident involving a rabbit causes a barrel of toxic waste to land in a reservoir. An exotic spider farmer named Joshua (Tom Noonan) has been making regular visits to the site, where he collects crickets for his spiders. Although the spiders have ingested the toxins, he is oblivious since the arachnids seem unaffected. Joshua shows Mike (Scott Terra), a local boy, his collection, which include Jumping spiders, Tarantulas, Trapdoor spiders, and orb-weavers spiders, including a female orb-weaver named Consuela. After Mike leaves, Joshua is bitten by an escaped tarantula and accidentally knocks down the spider cages, causing him to be killed by the spiders. After devouring him, the spiders grow to even bigger proportions.

A massive metal ring with engraved cover stones is discovered in the sands of Giza, Egypt in 1928, by an archaeologist named Langford and his young daughter, Catherine. In 1969, an American US Army Special Forces team receives orders to secure a village against North Vietnamese forces. Private Luc Deveraux (Jean-Claude Van Damme) discovers members of his squad and various villagers dead, all with their ears removed. Deveraux finds Sergeant Andrew Scott (Dolph Lundgren), who has gone insane, with a string of severed ears and holding a young boy and girl hostage. Devereaux, who is near the end of his tour of duty, tries to reason with Scott, who shoots the boy and orders Devereaux to shoot the girl to prove his loyalty. Deveraux refuses and tries to save the girl, but Scott kills her with a grenade. The two soldiers shoot each other to death. Deveraux and Scott's corpses are recovered and iced by a second U.S. Special Forces squad, their deaths covered up as "missing in action.

George Kuffs (Slater) is an irresponsible 21-year-old high school dropout from San Francisco who walks out on his pregnant girlfriend Maya Carlton (Jovovich). Having lost his last job and with no prospects he visits his brother Brad (Bruce Boxleitner), who serves as an officer in the San Francisco Patrol Special Police, a civilian auxiliary police unit that sees potential officers assign themselves specific areas and work on a for-hire basis. Brad is not willing to loan George any money, though, and suggests George join him as a Patrol Special and work under him. Before George can decide whether to accept the offer, a man named Kane (Leon Rippy) shoots Brad in a church. George runs into the church to try to help Brad as Kane nonchalantly walks away from the scene, and Brad is rushed to the hospital for emergency surgery.
