Dans la Russie impériale de la fin des années 1890, le rabbin d'un village est assassiné par un groupe de cosaques : sa femme s'exile aux États-Unis avec son jeune fils, Zalmie. Bo Hooper (Lewis), a clown, finds himself unemployed when the circus where he works suddenly closes. He winds up living with his sister (Susan Oliver), against the wishes of her husband Robert (Roger C. Carmel). From there he goes from job to job, wreaking havoc along the way. He finally finds some stability as a postal worker, until he finds out that his boss is his girlfriend's father. The father hates all mail carriers because his daughter's ex-husband was one, so he tries to wreck Bo's life, but Bo overcomes the odds and succeeds not only at work, but at impressing the father.

In 2022, with 40 million people in New York City alone, housing is dilapidated and overcrowded; homeless people fill the streets; about half are unemployed, the few "lucky" ones with jobs are only barely scraping by themselves, and food and working technology is scarce. Most of the population survives on rations produced by the Soylent Corporation, whose newest product is Soylent Green, a green wafer advertised to contain "high-energy plankton" from the world's oceans, more nutritious and palatable than its predecessors "Red" and "Yellow", but in short supply.

In an unnamed European town, children go to a candy shop after school. Charlie Bucket (Peter Ostrum), whose family is poor, can only stare through the window as the shop owner sings "Candy Man". The newsagent for whom Charlie works after school gives him his weekly pay, which Charlie uses to buy a loaf of bread. On his way home, he passes Willy Wonka's chocolate factory. A mysterious tinker (Peter Capell) recites the first lines of William Allingham's poem "The Fairies", and tells Charlie, "Nobody ever goes in, and nobody ever comes out." Charlie rushes home to his widowed mother (Diana Sowle) and his four bedridden grandparents. After he tells Grandpa Joe (Jack Albertson) about the tinker, Joe tells him that Wonka locked the factory because his arch-rival, Mr. Slugworth, and other candy makers sent in spies disguised as employees to steal Wonka's recipes. Wonka disappeared, but three years later began selling more candy; the origin of Wonka's labour force is a mystery.
