In 1996, psychopathic career criminal Simon Phoenix kidnaps a number of hostages and takes refuge with his gang in an abandoned building. LAPD Sgt. John Spartan uses a thermal scan of the building and finds no trace of the hostages, and leads an unauthorized assault to capture Phoenix. When he is captured, Phoenix sets off a series of explosives that bring down the building, and when the police search the wreckage, they find the corpses of the hostages. Spartan is charged with manslaughter, and he is incarcerated along with Phoenix in the city's new "California Cryo-Penitentiary", where they will be cryogenically frozen. During their time "in deep freeze", they are to be rehabilitated through subconscious conditioning.

The film is set in 1880 in Big Whiskey, Wyoming, where Little Bill Daggett, the local sheriff and former gunfighter, does not allow guns or criminals in his town. Two cowboys, Quick Mike and "Davey-Boy" Bunting, disfigure prostitute Delilah Fitzgerald after she laughs at the small size of Quick Mike's penis. Instead of punishing the cowboys, Little Bill allows them to pay compensation to the brothel owner, Skinny Dubois. In the early 1950s, world-renowned film maker John Wilson (Eastwood), travels to Africa for his next film bringing with him a young writer chum named Pete Verrill (Jeff Fahey). While there, he becomes obsessed with hunting elephants while neglecting the preparations for the film. This leads to a conflict between the men on several levels, most notably over the idea of killing for sport such a grand animal. Even Wilson concedes that it is so wrong that it is not just a crime against nature, but a "sin." Yet he cannot overcome his desire to bring down a giant bull, a "tusker" with massive ivory tusks. Wilson's final realization that his is a petty, ignoble pursuit comes at a late point and with a tragic price, as the local expert guide Kivu (Boy Mathias Chuma) is killed protecting him from an elephant Wilson decides not to shoot.

Fame finally catches up with Harry Callahan. Frank Cross (Bill Murray) is a successful but cynical television programming executive for the IBC network headquartered in New York City.
