Six ans après les événements du premier film (Les Mondes de Ralph), Ralph La Casse et Vanellope restent toujours les meilleurs amis du monde et s'amusent chaque nuit à jouer ensemble. Alors que Ralph est heureux de la vie qu'il a, Vanellope avoue être ennuyée par son jeu, qui est trop prévisible, et aimerait de la nouveauté. Un jour, Ralph essaie d'exaucer son souhait en créant une course bonus dans l'un des circuits. Vanellope va contre la joueuse de la borne d'arcade pour profiter de la course à fond, tant et si bien que la joueuse, en forçant trop sur le volant, le casse. La situation paraît désespérée lorsque le propriétaire de la salle d'arcade, M. Litwak, annonce que le créateur de Sugar Rush a fait faillite, quand l'un des adolescents trouve un volant sur eBay. Cependant, M. Litwak le trouve trop cher et n'a d'autre choix que de débrancher la borne de Sugar Rush, laissant tous les personnages du jeu sans abri.

In fictional Oakton City, purple squirrel Surly and his mute rat partner, Buddy, reside in Liberty Park where their thieving reputation has made them outcasts. A group of urban animals led by Raccoon and his cardinal assistant, are running low on food for winter. Red squirrel Andie and gray squirrel Grayson, a self-styled hero, compete with Surly and Buddy to scavenge from a peanut cart manned by criminals Lucky and Fingers, who are casing a bank. The squirrels' efforts inadvertently end with the cart's propane tank exploding in the park and destroying the tree, where the animals store their food. Surly is banished and Buddy goes with him.

Reggie the turkey has always been afraid of Thanksgiving because turkeys have always been on the menu, but his attempts to warn his farm-based flock constantly fall on deaf ears and has made him an outcast. When the other turkeys finally realize what is going on, they throw Reggie outside in an attempt to save themselves. In a surprise twist of fate, he winds up being named the "pardoned turkey" by the President of the United States and is subsequently taken to Camp David. When Litwak's Family Fun Center & Arcade closes at night, the various video-game characters leave their normal in-game roles and are free to travel to other games. Within the game Fix-It Felix, Jr., the characters celebrate its titular hero but loathe the game's villain character, Wreck-It Ralph. At a support group for video-game antagonists, Ralph reveals his desire to stop being the bad guy. Back home, Ralph finds the other characters celebrating their game's 30th anniversary without inviting him. Felix reluctantly invites Ralph to join them, but the others ostracize him, saying he would have to earn a medal, just as Felix does in their game.

In 1837, the Pirate Captain (Hugh Grant), inexpert in the ways of pirates, leads a close-knit, rag-tag group of amateur pirates who are trying to make a name for themselves on the high seas. To prove himself and his crew, the Pirate Captain enters the Pirate of the Year competition, with the winner being whoever can plunder the most. After several failed attempts to plunder mundane ships, the Pirate Captain talks with his best friend and first mate, the Pirate with a Scarf (Martin Freeman), about giving up and selling baby clothes as a living, but is convinced to try boarding the next ship they find, which happens to be the Beagle. They find no treasure but succeed in capturing Charles Darwin (David Tennant). The Pirate Captain directs his ship to London. The Pirates disguise themselves as Girl Scouts, so that they don't get caught and executed, as Queen Victoria has a strong hatred of Pirates.
