In post-war East Germany, Peter Gottfried is the son of minister Friedrich Gottfried. The Communist regime has decreed that all children of "dissidents" will be denied entry to a prestigious music conservatory. Peter is anxious to be accepted, and in order to get in he prepares to answer the seven questions required by the conservatory, the seventh of which will require him to deny his religious convictions. Before this can happen, he is invited by the Communist Party to perform at the Berlin Youth Festival. Friedrich protests, knowing that the Communists intend to use his son as a political pawn, to "prove" to the world that East Germany affords equal rights to clergymen. Two close friends, Martin Schulz and Max Eisenstein (Morris Carnovsky), are German expatriate art dealers living in the United States. During the Nazi occupation of Czechoslovakia, surgeon Dr. Franticek Svoboda (Brian Donlevy), a Czech patriot, assassinates the brutal "Hangman of Europe", Reichsprotektor Reinhard Heydrich (Hans Heinrich von Twardowski), but his getaway car is discovered and therefore his planned safe house must reject him. When a woman he doesn't know, named Mascha (Anna Lee), deliberately misdirects German soldiers close to finding him, he seeks her home as an alternative safe house. But because the assassin now can't be found, the Nazi leaders in Prague decide to create an incentive for him to turn himself in or for others to do so. They arrange–with the help of fifth-columnist Emil Czaka (Gene Lockhart), a wealthy brewer–for 400 citizens, including Professor Novotny, to be executed, forty at a time, until the assassin is named.
