Lucy is a 25-year-old American woman living and studying in Taipei, Taiwan. She is tricked into working as a drug mule by her new boyfriend, whose employer, Mr. Jang, is a Korean mob boss and drug lord. Lucy delivers a briefcase to Mr. Jang containing a highly valuable synthetic drug called CPH4. After seeing her boyfriend shot and killed, she is captured. A bag of the drug is forcibly sewn into her abdomen and that of three other drug mules who will also transport the drug for sale in Europe. While Lucy is in captivity, one of her captors kicks her in the abdomen, breaking the bag and releasing a large quantity of the drug into her system. As a result, she begins acquiring increasingly enhanced physical and mental capabilities, such as telepathy, telekinesis, mental time travel, and the ability not to feel pain or other discomforts. She kills off her captors and escapes.

A ship arrives, carrying toxic chemicals that have killed two of its crew members. In the year 1960, protagonist Arthur lives with his grandmother Daisy in a quiet farm house. His grandfather Archibald has recently gone missing and he sees little of his parents. Having passed these tests, Arthur prepares to see the Minimoys to celebrate, until his father decides to take him and his mother back to the metropolis. When a spider gives Arthur a grain of rice containing a distress-call, which he believes has come from the Minimoys, he returns to his grandparents' house, where the Bogo Matassalai's attempt to give him Minimoy stature through a telescope fails, and they instead wrap him in vines of increasing tightness until he falls in a drop of sap into the Minimoy Max's bar. En route to investigate the Minimoys' condition, Arthur and Max rescue Betameche, who leads Arthur to the King. He then learns that Selenia is held by Maltazard, who is inspired to invade the human world by increasing his own size. Maltazard tricks the Minimoys into completing this design. The telescope itself is destroyed in the process, leaving Arthur trapped at his Minimoy size.

In 1992, Bogota, Colombia, Fabio Restrepo (Jesse Borrego) has key information about drug lord Don Luis Sandoval (Beto Benites). However, Don Luis fears that Fabio will be putting a hit on them, so he sends his henchman Marco (Jordi Mollà) to kill him. Fabio gives his nine-year-old daughter Cataleya (Amandla Stenberg) the information Don Luis wants and tells her it's her "passport"; he also gives her the address of her Uncle Emilio (Cliff Curtis), a criminal in Chicago, who will take care of her if she finds herself alone. The last thing he gives her is something that will keep her safe: his mom's necklace, the cataleya orchid. Fabio tells her to sit at the kitchen table and not move no matter what. After saying their goodbyes, Fabio and his wife Alicia (Cynthia Addai-Robinson) leave to battle Marco and his men but both of them are gunned down as Cataleya listens from the kitchen. Marco tries to manipulate her into giving the information. When he asks what she wants, she stabs him in the hand with a kitchen knife, saying "To kill Don Luis", and escapes. She safely makes it to the U.S. Embassy and gives the Embassy the information in exchange for a passport and passage to the United States. She escapes to the airport, where she makes it to the US and takes a bus to Chicago. Once she finds Emilio, Cataleya asks him to train her as an assassin.

A group of thieves calling themselves the Santa Claus gang are wreaking havoc, and the Marseille police are, as usual, unable to keep up. After a string of mistakes in which the thieves outsmart the police time and time again, a journalist is kidnapped. It is revealed that the journalist is the leader of the Santa Claus gang. The police go in search, but Emilien is captured after another botched attempt to arrest them. The journalist sets a trap; she leaves Emilien tied to a chair in an old warehouse, directly in the path of a giant ball which will crush him five minutes later. At the very last moment, Daniel rushes in with his taxi and rescues him. They track the gang to their hideout in the Swiss mountains, where the journalist and her accomplices are arrested by a crack team of Alpine troops. Gibert lands in an ice-bound lake after leaping from an aircraft with them. Petra gives birth, Daniel proposes to Lilly and a Gibert is seen being pushed around in a wheelchair covered in ice.

When a spider gives Arthur a grain of rice containing a distress-call, which he believes has come from the Minimoys, he returns to his grandparents' house, where the Bogo Matassalai's attempt to give him Minimoy stature through a telescope fails, and they instead wrap him in vines of increasing tightness until he falls in a drop of sap into the Minimoy Max's bar. En route to investigate the Minimoys' condition, Arthur and Max rescue Betameche, who leads Arthur to the King. He then learns that Selenia is held by Maltazard, who is inspired to invade the human world by increasing his own size. Maltazard tricks the Minimoys into completing this design. The telescope itself is destroyed in the process, leaving Arthur trapped at his Minimoy size.

In 1992, Bogota, Colombia, Fabio Restrepo (Jesse Borrego) has key information about drug lord Don Luis Sandoval (Beto Benites). However, Don Luis fears that Fabio will be putting a hit on them, so he sends his henchman Marco (Jordi Mollà) to kill him. Fabio gives his nine-year-old daughter Cataleya (Amandla Stenberg) the information Don Luis wants and tells her it's her "passport"; he also gives her the address of her Uncle Emilio (Cliff Curtis), a criminal in Chicago, who will take care of her if she finds herself alone. The last thing he gives her is something that will keep her safe: his mom's necklace, the cataleya orchid. Fabio tells her to sit at the kitchen table and not move no matter what. After saying their goodbyes, Fabio and his wife Alicia (Cynthia Addai-Robinson) leave to battle Marco and his men but both of them are gunned down as Cataleya listens from the kitchen. Marco tries to manipulate her into giving the information. When he asks what she wants, she stabs him in the hand with a kitchen knife, saying "To kill Don Luis", and escapes. She safely makes it to the U.S. Embassy and gives the Embassy the information in exchange for a passport and passage to the United States. She escapes to the airport, where she makes it to the US and takes a bus to Chicago. Once she finds Emilio, Cataleya asks him to train her as an assassin.

A group of thieves calling themselves the Santa Claus gang are wreaking havoc, and the Marseille police are, as usual, unable to keep up. Superintendent Gibert (played by Bernard Farcy) is distracted by a Chinese journalist (Bai Ling) writing a story on his squad. Detective Emilien's wife, Petra, has just announced that she's pregnant and taxi driver Daniel (Samy Naceri) is in the midst of a relationship crisis. His long-suffering girlfriend Lilly has walked out on him after finding him customising his taxi at four o'clock in the morning, and complaining that their house has become a mere garage. After a string of mistakes in which the thieves outsmart the police time and time again, a journalist is kidnapped. It is revealed that the journalist is the leader of the Santa Claus gang. The police go in search, but Emilien is captured after another botched attempt to arrest them. The journalist sets a trap; she leaves Emilien tied to a chair in an old warehouse, directly in the path of a giant ball which will crush him five minutes later. At the very last moment, Daniel rushes in with his taxi and rescues him. They track the gang to their hideout in the Swiss mountains, where the journalist and her accomplices are arrested by a crack team of Alpine troops. Gibert lands in an ice-bound lake after leaping from an aircraft with them. Petra gives birth, Daniel proposes to Lilly and a Gibert is seen being pushed around in a wheelchair covered in ice.

A Belgian criminal, wanted all over Europe for his crimes, is in the custody of the Police Department of Marseille to be watched for a few hours before transfer to a prison in Congo.
