Madhavan (Dileep), an educated youth from a small village of Idukki, comes to Kochi to stay with his brother's family after his brother's sudden death. His brother Sudhakaran (Ganesh Kumar) was a customs officer. He was found dead in a mysterious circumstance and Madhavan doubts that it is a cold-blooded murder. Rajiv Gandhi was assassinated on 21 May 1991 in Sri Perumbatur, near the then Madras. The government of India constituted SIT a day later, and Major Sivaraman (Mammootty) a top investigation officer and a NSG commando with a proven track record is put in charge to hunt down the killers. Major Mahadevan (Mohanlal) is an officer deputed to the National Security Guards (NSG). He has been assigned to counter-terrorism duties in Kashmir and commands an elite group of NSG commandos. He calls back his buddy Havildar Jaikumar (Jiiva) from his honeymoon because he has information about major activities of the militants; he feels Jaikumar is needed for the team. The commandos raid a mosque in civilian dress and seize a big collection of arms and explosives. Later, during an operation focused on some cottages near the Dal Lake, a commando in the team is killed and an outraged Jaikumar shoots down a captured terrorist who challenges the commandos. A human rights activist (Shwetha Menon) learns about this and threatens to file a complaint with the government. She later understands the situation and the sincerity of the commandos and decides not to proceed with the complaint.

An Army unit comes to a local village in Kerala because of a terror threat. The unit is led by Major Pattabhiraman (Mammootty) and commander Benny (Biju Menon). The Major sees a widow named Vimala (Tessa) singing. Vimala is living in her husband's home after his death. A village girl Satyabhama (Jyothirmayi) and Benny fall in love and elope. Pattabhiraman discovers that a terrorist has placed a bomb in a water tank. He finds the terrorist and defuses the bomb. Benny reveals to Vimala that Pattabhiraman killed her husband Nandu (Indrajith) in the war. The Major admits the fact, but claims he did it as a mercy killing because Nandu was so badly injured. Vimala forgives him and the couple happily unites.
