Artist Jennifer Spencer and her sister are raped by a group of boys, after being betrayed by female friend Ray Parkins. The brutal rape leaves Jennifer's sister permanently catatonic. Ben Shockley, an alcoholic cop from Phoenix, is well on his way to becoming a down-and-out when he is given the task to escort witness Gus Mally from Las Vegas. His superior, Commissioner Blakelock says that it's a "nothing witness" for a "nothing trial." Mally protests that they are both set up to be killed in a hit, which a jaded Shockley doubts. Mally soon reveals herself to be a belligerent prostitute with mob ties and is in possession of incriminating information concerning a high figure in society.

The film begins when an earthquake hits Mexico, resulting in the overnight birth of a new volcano. Sent to study this phenomenon are geologists Dr. Hank Scott and Dr. Arturo Ramos. A man with Neanderthal features and wearing pajamas stumbles through the Arizona desert, falls and dies. Dr. Matt Hastings (John Agar), a bright, handsome and sympathetic doctor from the small town of Desert Rock, is called to view the body. Asked to give an opinion as to cause of death, he finds himself perplexed. Surprised to learn the deceased was someone he knew – biological research scientist Eric Jacobs – Dr. Hastings suggests he be given permission to perform an autopsy to learn why the man's face is distorted beyond recognition. The sheriff refuses, judging an autopsy unnecessary as Jacobs' associate, Dr. Gerald Deemer (Leo G. Carroll), signed the death certificate and there is no indication of foul play.
