Marcel Hillaire (April 23, 1908 – January 1, 1988), born Erwin Ottmar Hiller, was a German-born character actor who had a lengthy career, appearing on stage, in films and on television. Hillaire was recognizable by his gaunt appearance and his accent, which seemed to be a combination of French and German. Of Jewish descent, Hillaire first evaded the Holocaust in Nazi Germany by adopting a stage name and moving around constantly in traveling theater troupes; later he brazenly entered the bureaucracy of the Todt under his birth name, narrowly avoiding execution after capture. After World War II, Hillaire emigrated to America, again changed his name, and adopted a French persona, even touring the United States in a one-man stage show dedicated to celebrating French culture. In the early days of American television Hillaire guest starred in over a hundred episodes of various series, usually playing a Frenchman. In American films, Hillaire played the French chef training Audrey Hepburn's eponymous Sabrina and was featured as Fritz the director in Woody Allen's mockumentary Take the Money and Run.

Famous motion picture producer and writer Jesse Craig (Glenn Ford) attends a film festival on the French Riviera. He has not been actively making films for a few years and some in the film industry think he has retired, but he comes to the Riviera with a new screenplay to show it to his friend and film/literary agent Brian Murphy (Eddie Albert) who is attending the festival. The screenplay is a cautionary tale about terrorists attacking major cities in the United States using hijacked commercial airliners containing nuclear bombs as the attack vehicles. No one knows the content of the script or its author who Craig claims is a new writer by the name of Malcolm Hart.

Set "Somewhere in the South Pacific", Gruber's gambling scheme backfires when he tries to raise lots of money for St Theresa’s Orphanage through off-track horserace betting. Heavy bets on the horse "Silver Spot" leaves the crew owing a large sum to sailors and marines. A little while later when the crew is in New Caledonia and after Ensign Parker is kissed by Andrea Bouchard (Claudine Longet) the lightheaded Parker accidentally sets off a depth charge and destroys the dock and cargo of businessman Henri Le Clerc (George Kennedy), leaving the crew even more in debt. However, while on a reconnaissance mission to an island the crew comes across Silver Spot who was lost on the island after the horse was being moved from Australia. They decide to enter Silver Spot in a race in New Caledonia to win enough money to pay all their debts. Otherwise the only way to pay all their debts is for McHale to marry his old flame Margot Monet (Jean Willes) who owns a gambling parlor in New Caledonia (but who McHale would rather not marry). They try to disguise the horse with lots of heavy hair, but when the hair starts to come off during the race they decide to use a smoke screen from the 73 to keep anyone from seeing too much. However, this made it impossible for the racetrack authorities to know who won. But the smokescreen also caused a Japanese submarine to be captured by the 73. In the end Le Clerc is so grateful for saving his town from a Japanese attack he forgives the debt. The crew also gets a reward for rescuing Silver Spot which just happened to be enough to pay the sailors and marines. While all this was going on the Pt-73 crew was dogging Binghamton (Joe Flynn) and his aide Carpenter (Bob Hastings). And just as they were leaving New Caledonia the bashful Parker is kissed by Bouchard and again the lightheaded Parker sets off another depth charge which destroys Le Clerc's dock and cargo again. But rather than marry Monet to pay for the new damage, McHale and crew immediately scramble to get out of New Caledonia.

« Monsieur Cognac », tel est le nom d'un caniche blanc devenu à Paris, au début des années 1960, une star de la télévision et de la publicité. Tout choyé qu’il est, il aime bien échapper un moment à sa maîtresse, la jeune Giselle Ponchon, en passant par un trou de la cave de la maison Ponchon. Il se promène alors la nuit sans souci dans les rues de la capitale. Dans une discothèque où se produit l'Américain Terry Williams avec sa bande, « Monsieur Cognac » déguste avec plaisir une petite tasse de la boisson alcoolisée qui porte son nom et qui était en fait réservée à l'un des musiciens. Mais ce qui a attiré notre caniche dans la discothèque, ce n’est pas le cognac mais surtout les jolies dames caniches qui font partie du spectacle. Entre Monsieur Cognac et Terry nait une telle amitié que tous les deux se lancent dans une longue tournée de cafés, au cours de laquelle le chien, rendu de couleur verdâtre à la suite d’un accident, se révèle comme un connaisseur confirmé ès boissons alcoolisées. Mais Terry va bientôt faire connaissance de Giselle, la propriétaire de Monsieur Cognac : le lendemain matin, en compagnie de son père et de la police, elle fait irruption dans l'appartement de Terry et veut faire arrêter ce dernier pour « dognapping ».
