Julia Jones (Alyson Hannigan) is an obese woman, who dreams of marrying Napoleon Dynamite (Josh Meyers), but even in her dreams she is rejected. Writing in her diary, she thinks she will never find her true love. Julia goes outside and dances to impress men on the streets, but is unsuccessful. Julia goes to work at her father Frank's (Eddie Griffin) Greek diner. There she meets Grant Fockyerdoder, with whom she forms an instant attraction. When Frank yells at Julia to get an order, she turns to respond and hits Grant over the head with the coffee pot she is holding, knocking him to the floor. She turns around only to find his table is suddenly empty and figures he ran away. Julia wants help and goes to see a love therapist, Hitch, who rejects her at first but reluctantly agrees to help her. Hitch takes her to a garage where she gets "pimped out" and made slimmer.

The story centers around Max Havoc (Mickey Hardt), an ex-kickboxing champion known as "Mad Max", turned globetrotting sports photographer. Max quit kickboxing after accidentally killing a fellow boxer during an unlikely comeback in the ring, but still suffers from flashbacks to the fight. After a bar scuffle over a biker girl (Nikki Ziering), his agent (Diego Walraff) sends him to Guam for a publicity photo shoot. There, Max encounters Tahsi (Richard Roundtree), his former kickboxing coach, now an antiques dealer, and promises to catch up with him later. While photographing an outrigger canoe race from a jet ski, Max rescues Christy Goody (Tawney Sablan), a vacationer who was about to be unwittingly run over by the canoes. In the process, he knocks over one of the canoes, earning the wrath its head rower, Moko (Pyun veteran Vincent Klyn). He is also admonished by Jane (Joanna Krupa), Christy's sister, for his brazen driving. However, she later apologizes and agrees to a dinner date.

In 2002, a Syrian scrap collector uncovers a large unexploded bomb buried in a field within the Golan Heights, and sells it to a South African arms dealer named Olson (Feore). Olson recognizes it as an Israeli nuclear weapon that was lost when the A-4 Skyhawk carrying it was shot down during the 1973 Yom Kippur War. He later sells it to a secretive far-right cabal seeking to impose a white supremacist world order, led by Austrian billionaire and neo-Nazi Richard Dressler (Bates). Dressler's aim is to transform Europe into a united fascist superstate. He intends to start a nuclear war between the United States and Russia that will devastate them both.

New York City Police Department Lieutenant Nick Chen (Chow) is head of the Asian Gang Unit. His job is to keep the peace in Chinatown from a turf war that has broken out between the Triads and the Fukienese Dragons, a problem complicated by the fact that he is also an informant for the Tongs under "uncle" Benny Chan (Chan) and his lieutenant Henry Lee (Young). In the metropolis of Champion City, the would-be superhero team of Mr. Furious (Ben Stiller), The Shoveler (William H. Macy), and The Blue Raja (Hank Azaria) attempt to make a name for themselves, but their suspect skills make them ineffective, and they find themselves upstaged by the city's most successful superhero, Captain Amazing (Greg Kinnear). However, Amazing is finding that his effectiveness at fighting crime has practically made his job obsolete, and without any worthy adversaries remaining (some of them are either dead, in exile, or still in jail), his corporate sponsors are beginning to pull their funding. To create a need for himself, Amazing uses his alter ego, billionaire lawyer Lance Hunt, to argue for the release of insane supervillain Casanova Frankenstein (Geoffrey Rush). The plan backfires; once reunited with Tony P (Eddie Izzard) and his Disco Boys, Casanova Frankenstein blows up the insane asylum, captures Amazing, and prepares to unleash a doomsday device: the "Psycho-frakulator", which lethally bends reality. Mr. Furious, while spying on Casanova Frankenstein's mansion, discovers Amazing's capture and informs the others.
