The story is set in 411 AD, one year after the legions of Rome withdrew from the Isle of Britannia. Pendragon is the story of young Artos who is raised to believe that God has a purpose for his life. After a tragic event resulting in the burning of his village, the death of his father, and the disappearance of his little sister Adria, he is taken into slavery by the Saxons, where Artos begins to question his God. He soon manages to escape from the Saxons and is nursed back to health by a Roman outcast named Lailoken. When he fully recovers, Artos travels to a Celtic fortress hidden in the Welsh mountains where he becomes a great warrior under King Ambrosius. Advancing through the military ranks, Artos begins to understand that his father's vision was not based on the strength of man, but on the plan of God. However, his success causes one of Ambrosius's men, his pagan Captain of the Guard Cadern, to become jealous of Artos's rapid rise to power in the military. Using a secret guard that he created several years ago, Cadern is able to murder Ambrosius, and to frame the assassination on Artos. While on trial, Artos escapes from the court, and is able to elude Cadern's elite guard. Further events force Artos to decide between following God's plan unto certain death or abandoning God to save himself.

Director Andrew J. Kuehn has excerpted brief segments of terror and suspense in a wide variety of suspenseful (including humorously so, ex. Abbott & Costello Meet Frankenstein, Saturday the 14th) films and strung them together with added commentary, as well as some enacted narrative, to create a compilation of fright-inducing effects. Halloween actor Donald Pleasence and Dressed to Kill star Nancy Allen provide the commentary on topics such as "sex and terror" (Dressed to Kill, Klute, Ms. 45, The Seduction, When a Stranger Calls), loathsome villains (Dracula, Frankenstein, Friday the 13 1 and/or 2, Halloween I and II, Marathon Man, Nighthawks, The Texas Chain Saw Massacre, Touch of Evil, Vice Squad, Wait Until Dark, What Ever Happened to Baby Jane?), "natural terror" (Alligator, The Birds, Frogs, Jaws 1 and 2, Nightwing) and the occult (An American Werewolf in London, Rosemary's Baby, The Exorcist, The Omen, Carrie, The Shining). In one segment of the anthology, legendary filmmaker Alfred Hitchcock presents his concepts of how to create suspense in a clip from Alfred Hitchcock: Men Who Made The Movies.

The film opens with the MGM logo, as usual, but with the voice of Rene Auberjonois saying, "I forgot the opening line," replacing the lion roar and proceeds with The Lecturer (Auberjonois) regaling his unseen students with a wealth of knowledge of the habits of birds. Owlish Brewster (Bud Cort), living hidden and alone under the Houston Astrodome, dreams of creating wings that will help him fly like a bird. His only assistance comes from Louise (Sally Kellerman), a beautiful woman who wants to help. Wearing only a trench coat, Louise has unexplained scars on her shoulder blades, suggestive of a fallen angel. She warns him against having sexual intercourse, as this could kill his instinct to fly.
