In 1936, a German professor, Richard Wirth, is hosted by the Wollners, a family of German emigrants in West Virginia. Stu Shepard (Colin Farrell) is an arrogant New York City publicist who has been courting a woman named Pam (Katie Holmes) behind his wife Kelly (Radha Mitchell). Freddy Krueger is trapped in Hell, it's 2003 and 4 years after the events and time of the sixth film and due to the fact the teenage residents of his town of Springwood, Ohio have forgotten about him, rendering him powerless, he can no longer return to Springwood, because there's no fear of him left in the entire town. He "can't come back if nobody's afraid", so, under the guise of Jason Voorhees' mother, Freddy manipulates Jason, who he'd been looking for over a period of time to do so, into killing the teenage residents of Springwood, hoping the mass fear will restore his powers. After all, residents of Springwood were terrorized by Freddy, not Jason, so obviously, every ounce of fear would be directed towards him, giving him more power than he'd ever hoped for. His plan works, but only to the extent of allowing his return.

It is September 1971 and it is clear that the US is losing the Vietnam War. In the opinion of the average American soldier who came of age during the Peace movement of the 1960s, Vietnam was "lost a long time ago". Roland Bozz (Colin Farrell), a draftee who is opposed to the war, is shown to be an unruly soldier with no respect for authority; he disobeys orders and talks back to his superiors. He quickly befriends another recruit, Jim Paxton (Matthew Davis), an aspiring writer who records his experiences in a personal journal. Unlike Bozz, Paxton volunteered for the Army. Upon reaching their post, the company commanding officer Captain Saunders makes it clear that every soldier who passes through Fort Polk and Tigerland will be sent to Vietnam. He also states that any political views on the war are irrelevant at this point.

Walter Koontz (Robert De Niro) is a highly decorated "local hero" officer of the New York police department who lives in a downtown apartment complex.
