With the nation of Panem in a full-scale revolutionary war, Katniss (Jennifer Lawrence) confronts President Snow (Donald Sutherland) in the final showdown. Teamed with a group of her closest friends – including Gale (Liam Hemsworth), Finnick (Sam Claflin), Cressida, (Natalie Dormer) and Peeta (Josh Hutcherson) – Katniss goes off on a mission with the District 13 unit as they risk their lives to liberate the citizens of Panem, and stage an assassination attempt on President Snow who has become increasingly obsessed with destroying her. After being rescued from the destroyed arena in the 75th Hunger Games, Katniss Everdeen, along with fellow Victors Beetee and Finnick Odair, are taken to District 13, an independent district isolated from the rest of Panem that has been spearheading the rebellion, where she is reunited with her mother and sister Prim. While recuperating, she is introduced to President Alma Coin, the rebel leader, and is told that her actions in the arena sparked riots and strikes against the Capitol. Coin asks her if she will become the "Mockingjay"—the symbol of the rebellion—as part of their "hearts and minds" strategy. Katniss flatly declines, angrily reminding her that they left Peeta Mellark, her portrayed lover and fellow District 12 tribute, behind in the arena. At the suggestion of Plutarch Heavensbee, the former Gamemaker, she is taken to see the ruins of District 12, which was completely leveled by a Capitol bombing campaign (with the exception of the houses in the Victor's Village). After seeing that Peeta is being used by Capitol state television to quell the rebellion, Katniss reluctantly changes her mind and agrees to become Coin's Mockingjay, on the condition that Peeta and the other victors will be rescued and pardoned at the earliest opportunity, and that her sister, Prim, will be allowed to keep her cat.

The two make an agreement to not lie to one another, and Snow explains that her actions in the Games have inspired rebellions across the districts. In 1968, America was divided over the Vietnam War. Due to the growing anti-war movement, President Lyndon B. Johnson announced that he would not run for re-election. Democrat Robert Kennedy, the Presidential hopeful, was assassinated that summer. The Democratic National Convention was held in Chicago where leaders of the anti-war movement planned a protest. During the protest, Chicago Mayor Daley used police force to brutally quell the rally, and as a result, rioting broke out in the streets. One person was killed, hundreds were injured and thousands were arrested. One year later, newly elected President Richard Nixon gave the green light to prosecute eight men who were accused of conspiracy to incite a riot. The FBI brought them to Chicago, where they stood trial. They were known thereafter as The Chicago 8.

The plot features a series of interlocking stories. Each vignette is introduced with a character that had sex with someone in the previous segment. The movie opens with a seventeen-year-old prostitute, Lolita (Hilary Swank) who hangs around outside movie premiere with another teen prostitute in the hopes of getting a picture of her idol, movie star Peter Blaine (Peter Dobson).
