The narrator explains that in 1957, the Soviet Union launched Earth's first satellite Sputnik 1 into orbit. Four years later in 1961, when NASA was putting a monkey named Enos aboard Mercury Atlas 5, astronaut Yuri Gagarin became the first man on Earth to go to space. The Soviets were beating the Americans in every milestone off the planet. Feeling the sense of urgency to overtake the Soviets in the space race, U.S. President John F. Kennedy made a huge statement toward a joint session of Congress on May 25, 1961, stating that before the decade is out, he plans to launch the man to the Moon and return him safely to the Earth.

The story involves a trio of teenagers, named Timmy, Jamie and Mick, who enjoy watching their favorite TV show which features anthropomorphic dinosaurs. Wanting to watch it on a better screen, Timmy, the youngest of the three, suggests that they try watching it on his father's screen in his laboratory. The moment they turn it on, a vortex sucks the three into the TV screen, and into their favorite show. Upon entering the new world, the trio comes across a flightless Dimorphodon named Forry. Although reluctant at first to help them, his knowledge of Dinosaur City proves useful, as he guides the three to Tar Town, where they join up with Rex and Tops, two dinosaur freedom fighters willing to ignite a revolution against the villain, Mr. Big, and his caveman henchmen, "The Rockies".

Two hip nightclub owners from New York City, Travis (John Travolta) and Wendell (Arye Gross) are drugged and kidnapped while on their way to opening a nightclub in rural Nebraska. The KGB spy Cameron Smith (Charles Martin Smith) takes them to the Soviet Union, as "experts" on the "American lifestyle" with the intention of teaching KGB agents to be hip like Americans - and under the influence of drugs they think they have arrived in "Nebraska" to open the nightclub. Travis and Wendell are relocated to the phony burg of "Indian Springs", Nebraska which is actually located in the southeastern edge of the USSR near the Sea of Japan populated by Russians who "speak and act American", and where KGB trainees go to practice, but is mired in the 1950s. The KGB spy Smith is in charge of the "typical American town" constructed in the middle of the Soviet Union for espionage-training purposes and hopes that his fellow agents will learn real US culture. But things get out of control when Travis and Wendell immediately begin indoctrinating their fellow "American" neighbors in all the guilty pleasures of Yankee hedonism, turn a tiki lounge into a rock club, teach the townsfolk to dance, and introduce current pop culture. Both also flirt with local beauties. Things get dangerous when the townsfolk taste freedom, and the KGB decides to stop the experiment and get rid of the American "guests".

Judy Benjamin (Goldie Hawn) a 28-year-old whose lifelong dream is to "marry a professional man", joins the U.S. Army after her new husband (Albert Brooks) dies on their wedding night during sex. Sammy and Ray are supervising their new offspring, when seagulls attack them and both Sammy and Ray and two of their grandchildren Ella and Ricky are captured on trawler. While Ella and Ricky are separated and sent to the seabed, Sammy and Ray are taken to an aquarium with Lulu, a lobster with dissociative identity disorder and Jimbo a bug-eyed blobfish. Escape plans are run and tried by the leading seahorse Big D. Ella and Ricky set out with Annabel and Margaret, the pink octopus mother and daughter in order to rescue their grandfathers, getting chased by a pair of barracudas when they get there. After much communication trouble, Ella and Ricky interpret from Sammy that in order to escape the aquarium several squids expel ink into the ventilation system, while all the aquarium inhabitants play dead. Before initiating the escape plan, Sammy and Ray get the tyrannical Big D out of the way. The reluctant aquarium manager opens the emergency doors allowing all sea creatures out to freedom.
