Nick Brady and Shawn Colfax (Eric Christian Olsen and Nicholas D'Agosto) are two popular football players at the fictional Gerald R. Ford High School who manage to get out of football camp and later con their way into the cheerleading squad after overhearing a conversation about the camp's abundant female population of 300 cheerleaders. Their objective is to infiltrate the cheerleading camp in order to meet girls. While attending a cheer camp, Nick and Shawn realize that they actually enjoy cheering and they start to care about their squad as well as the cheer competition. When the master thief the Tornado steals expensive artifacts from around the world, France assembles a Dream Team of Amateur Detectives to solve the case. Inspector Clouseau is reassigned from his task as a parking officer by Chief Inspector Dreyfus to join the Dream Team in Japan, site of the Tornado's recent heist. At the airport, as soon as he steps over the border and leaves France, news breaks that the Pink Panther Diamond has been stolen, prompting Clouseau, who had up to that point been wary of leaving, to say, "I told you". Clouseau travels back to the scene of the crime and joins the other members of the Dream Team: Inspector Pepperidge, from Great Britain; Vincenzo, from Italy; Kenji, an electronics specialist from Japan; and Sonia, a researcher and criminology expert from India. They go to Rome to investigate a black market fence, Alonso Avellaneda, who deals with The Tornado. Assuming he is The Tornado, the Dream Team question him while Clouseau snoops around. Avellaneda vindicates himself by demonstrating that he lacks a bullet-wound to the right shoulder that the Tornado suffered over a decade ago. After they leave, he meets with the real Tornado.

The movie takes place in 1975. The story centers around two cops who eagerly work for the Bay City Police Department. Detective David Starsky (Ben Stiller) is a loud, macho acting cop who loves his Ford Gran Torino, and recklessly pursues people for minor offenses, and Detective Ken 'Hutch' Hutchinson (Owen Wilson), is a cool easy-going cop, who sometimes actually works alongside criminals, claiming to be undercover, to investigate their activity. The two cops are made partners, almost as punishment for their recent shenanigans. While the two are wary of each other from the beginning, Jewish-American drug kingpin, Reese Feldman (Vince Vaughn), and his partner-in-crime, Kevin (Jason Bateman), are planning to bring in a shipment of drugs worth millions of dollars. They have developed a new type of cocaine which is untraceable in scent and taste. When Feldman finds out that one of his drug pushers failed a drug transport operation, he kills him and leaves the body in the ocean.

Frank McKlusky is an insurance claims investigator who has been zealously safety conscious since witnessing a horrible motorcycle stunt gone awry in his childhood, an accident that left his father comatose. Frank still lives at home under the watchful eye of his mother and wears a helmet everywhere he goes. When his partner is killed, Frank is forced to leave his safe and secure life behind, go undercover, and crack the case, which he discovers is a sinister conspiracy.
