Mona Fong Yat Wah, Lady Shaw is a Hong Kong film and television producer and production manager. A Cantonese born in Shanghai, Mona achieved fame as one of the most popular nightclub singers and recording artists in Singapore and Hong Kong in the 1950s. She often sang English covers of top hits of the time. She is currently the Deputy Chairman and General Manager of Shaw Brothers Studio and Television Broadcasts Limited (TVB). She is also the second wife of renowned media mogul Sir Run Run Shaw.

To date, Fong has produced over a hundred films since 1977, the latest of which was Drunken Monkey in 2002. Effective 1 January 2009, she was appointed General Manager of TVB.

At the end of the Qing Dynasty due to poverty and starvation, Ma Wing Jing (Takeshi Kaneshiro) and his older brother Ma Tai Cheung (Yuen Wah) flee from their harsh homeland to the big city of Shanghai to make their fortune. Once they arrive in Shanghai reality sets in and both are only able to secure jobs as coolies (bitter hard manual labor) making chump change. Wing Jing admires the local triad gangster boss Tam Sei's (Yuen Biao) life style. Tam Sei seeing Ma Wing Jing admire his horse carriage challenges Wing Jing to a human versus horse race. Wing Jing accepts his challenge, after seeing Wing Jing's determination, loyalty, fighting skills and athleticism the two strike up a friendship and Tam Sei tells Wing Jing to visit his night club one day if he ever needs help.

The movie starts out with all of the gods in heaven complaining to the Jade Emperor about the malicious practical jokes played on them by Dragon Fighter Lohan. The Emperor summons Dragon's sworn-brother, Tiger Fighter Lohan (Ng Man Tat), in order to find Dragon. Dragon (Stephen Chow) eventually appears and rebuke the various gods for their horrible judgments on mankind. He insisted he can do a better job and is banished to be reincarnated into an animal by the Jade Emperor. The Bodhisattva Guan Yin (Anita Mui) intervene and issues Dragon a challenge. If he can change the fates of three people—a beggar, a prostitute, and a villain—doomed to nine incarnations as their current position in life within three heavenly days (thirty years), without heavenly powers, he will be upgraded in heavenly status. If he fails, he will be downgraded from an arhat to an animal. The Bodhisattva gives him a magical fan that can only be used three times a day for sleight-of-hand-like magic tricks to help him in his mission. However, heavenly soldiers force him down from heaven before he has the fan in hand.

After the death of his father, the poor and illiterate Kwan Fung-yiu (Aaron Kwok) goes out to the provincial capital to seek refuge from Tuen Ching-wan (Ti Lung), a friend of his deceased father, and works in a dye factory, the "Four Seasons Weaver". The political situation in the capital is tense. With his superior identity as a Manchurian, Hak Wo-po (Kenneth Tsang, owner of the "Tin Lung Spinner", dominates the city and set up a gambling den where he sends his workers to fight with workers of "Four Seasons Weave". The newly appointed magistrate Yuen Tin-yau (Cheung Siu-fai) and his instructor Mr. Wah (Paul Chun) want to eradicate Hak, but they do not have enough evidence to bring him to justice. Later, Tin-yau meets Pak Siu-kwan (Maggie Cheung), the owner of "Four Seasons Weaver" and Wah's daughter Lin (Jacklyn Wu). Then it was revealed that Tuen was a fugitive who changed his name and hid in the dye factory to avoid arrest and developed affection towards Pak. Fung-yiu and Lin also develops a mutual bond after an incident.

Sung (Chow) is by far the best lawyer in Guangdong and the outlying areas of Southeast China. Two well-respected football players meet one night in a Hong Kong bar. Roberto is a highly rated striker for a popular team while Football Fa is a star goalkeeper. Over a few drinks, the pair share compliments and, as the evening draws on, their problems. As things turn out, both of these cowardly men have the same major problem: their wives. Roberto's wife Anita constantly nags him and designs outrageous outfits that she insists he wears. Meanwhile, Football Fa is insanely jealous about his beautiful wife Wong Siu-yin and her popularity with his team-mates. Falling into a drunken stupor, both men foolishly agree to get rid of each other's wives. Football Fa seems to have succeeded when he goes to Roberto's house and wakes up thinking he has done the deed. In actual fact, Roberto's wife has left thinking that her husband is with another woman. These two misunderstandings remain hidden though and Football Fa, recovering from the distressing thought of being a murderer, insists that Roberto returns the favour. What follows is an elaborate series of ideas to achieve this dubious goal and get away with it free from blame.

Many years ago, Inspector Kam Chi-kin (Bryan Leung) killed an innocent man and decided to resign from the police force. He then became a professional killer, paid by Uncle Hung (Che Hung), and disguises as a pet store owner in order to earn money to raise his son. His best friend, Bobby Chow Fuk-cheung (Fei Xiang) recently returned from UK and works under Superintendent Lau Cheuk-aang (Paul Chu).
