Kiira a l'air d'une jeune fille comme les autres : elle aime passer du temps avec ses amis, faire les magasins et se faire belle. Cependant, elle cache un secret peu ordinaire : c'est une vampire. Starting in 1981, the film follows the life of Satoru Watarai (Hamada) from 12 to 30 years old. After dropping out of Junior High School, Watarai has resolved never to set foot outside his danchi (Japanese apartment complex). As he watches his classmates gradually move away, he begins a daily routine of exercise, martial arts and security patrols which he believes will protect the danchi and preserve its way of life. The film begins six years after Kuryu Kohei was transferred to Ishigaki Island (in the TV series finale). We learn in the interim that he has since been transferred to Sapporo and then to a brief tenure in Yamaguchi Prefecture (the events of the 2006 Hero TV Special). Kuryu Kohei returns to the same Tokyo District Prosecutors Office from the TV series and reunites with his old workmates. The events of the film takes him to Korea, wraps up plot threads from the TV special and allows Amamiya and Kuryu to rekindle their relationship which had been in limbo since their date at the 2002 World Cup (5 years).

Following the decommissioning of the patrol vessel Nagare (ながれ), Daisuke Senzaki, a Japan Coast Guard (JCG) rescue diver, is posted to the 10th Region Mobile Rescue Unit, based at Kagoshima Air Station. The film's opening sequence depicts a plane crash in stormy seas, where Senzaki battles the elements to keep two victims alive. The adverse conditions prevents the dropping of additional divers to aid Senzaki, and he struggles to keep all three of them on the floating wreckage which has become their lifeboat. Senzaki is only able to hold onto an adult male, while a young boy struggles to hang on by himself. At this point, the adult lets go of Senzaki's hand; a cue for him to grab hold of the boy instead. Senzaki manages to keep the boy alive, but the heroic gesture by the other victim meant that he himself drowns. Senzaki soon becomes plagued with guilt and self-doubt due to this episode, as he had once pledged not to let anymore victims die before his eyes.

Yuko Takai and a few other Japanese political activists in the Middle East were kidnapped and used as hostages. Upon returning to Japan, Yuko is mistreated for basically "making ripples in the water;" in other words, for not committing suicide and for making the Japanese look weak. This story is based on the real affairs of the kidnapping of three Japanese political activists by Islamic extreme terrorists in Iraq in April 2004. A young teacher, Seigo Fujioka, arrives at a school of only seven pupils on a small island where his mother grew up. Due to a kendo accident, Seigo has permanently lost his voice. The children are anxious to meet their new teacher, but are surprised to find he does not speak a word. They soon become attached to their new teacher, naming him "Locomotive Teacher" because he looks big and strong like the picture of a locomotive hanging in their classroom. The adults are upset by the fact that they received a defective teacher, and many are hostile towards the outsider. The bond between Seigo and his pupils grows day by day, and one by one the adults begin to accept him, until tragedy strikes the island. One pupil, Shuhei, loses his father when his fishing boat sinks. Seigo helps Shuhei to accept reality, and realize that true strength is within oneself. However, before he leaves the island, Seigo too will have to confront his own memories of the past to show his pupils what true courage is.
