Shortly after he starts to work in his family's clothing factory, he attempts to unionize the workplace with such actions as a hunger strike. He is pulled from his upper-class private school by his father (Saul Rubinek) and sent to the public school system. There, he continues his quest to live out Trotsky's activism, as he is pitted against the strong-willed principal Mr. Berkhoff (Colm Feore). I'm Not There uses a nonlinear narrative, shifting between six characters in separate storylines "inspired by the music and many lives of Bob Dylan". Each character represents a different facet of Dylan's public persona: poet (Arthur Rimbaud), prophet (Jack Rollins/Father John), outlaw (Billy McCarty), fake (Woody Guthrie), "rock and roll martyr" (Jude Quinn), and "star of electricity" (Robbie Clark). These seven characters represent different aspects of Dylan's life and music.

The story is told by Keira St. George (Caroline Dhavernas), a girl who is trying to decide what to do with her life. She constantly throws away her college letter without reading it, but her father always retrieves it, annoying her more. Frankie's loss of hearing is first apparent when he hears a high-pitched whine instead of an Arsenal football match on TV. At this time, Frankie is making his next album with his "two Austrian mates" Alfonse and Horst, who seem more suited for a rock band. Frankie continues working on his album and playing gigs at clubs, but his hearing degrades rapidly. As a result, progress on his album stagnates. However, Frankie refuses to acknowledge his problem until a gig in Amnesia, when he cannot hear the second channel in his headphones and must crossfade one song into the next without being able to beatmatch them. The result sounds terrible, and the crowd boos him. Overcome with fear and frustration, he throws the turntable and the mixer onto the dance floor, and is forcibly removed from the club.

This is the story of two lifelong friends, Terry (David Lawrence) and Dean (Paul Spence), who have grown up together: Shotgunning their first beers, forming their first garage band, and growing the great Canadian mullet known as "Hockey Hair". The lives of these Alberta everymen are brought to the big screen by documentarian Farrel Mitchner (Gordon Skilling), a young director who decides to take a look at Terry and Dean through a lens, exploring the depths of friendship, the fragility of life, growing up gracefully, and the art and science of drinking beer "like a man".
