Gandalf leads Aragorn, Legolas, Gimli, and King Théoden to Isengard where they reunite with Merry and Pippin, who helped the Ents destroy Saruman’s forces. With Saruman himself defeated, Gandalf retrieves Saruman’s palantír which is viewed by a curious Pippin, allowing Sauron to attack the Hobbit’s mind. A Magistrate named Poulgrain takes his own life in an exhaust fume-filled car but in his death-throes, he releases the hand-brake whereupon his car rolls down the road all the way into the middle of a busy shopping centre where a pair of over-zealous detectives empty their firearms into his corpse. Disgraced, the two detectives, Ben Kinnear and his best mate Mike Paddock-both members of the much-hyped Zero Tolerance Unit (ZTU), are demoted back to uniform duties. Things get worse when they pay a visit to the Magistrate's widow Eleanor and accidentally burn her house down. Things become more complicated when Julie Bale, a journalist and a former police-officer and onetime partner of Kinnear's, is arrested on a charge of blackmailing the Magistrate. Kinnear starts to smell a rat when he discovers that a computer disc was found in the dead man's car but was tampered with by persons unknown. Kinnear's boss Gillespie questions the two detectives in charge of the Poulgrain case, Wicks & Pendlebury as to what happened to the original disc. Without warning, Wicks shoots dead Gillespie and Pendlebury and then deliberately wounds himself, re-arranging the crime scene to make it appear Pendlebury fired first.

Jake "the Muss" Heke is now fighting to save his son Sonny from a gang lifestyle after his eldest son, Nig, is killed in a gangland shootout. Jake goes through a period of hopelessness as he tries to restore his family to a functioning state after his anger, drinking, and violence (depicted in the first film) tore them apart. He still has trouble accepting the old traditional ways of the Māori people, but he begins to realise the importance of family and regrets what his former actions have done to them. Towards the end of the film, Jake does his best to reconcile with his family, even going so far as to save his son's life despite great personal risk to himself. This action, along with several others, serve to highlight Jake's changing characteristics.

A mute Scotswoman named Ada McGrath is sold by her father into marriage to a New Zealand frontiersman named Alisdair Stewart, bringing her young daughter Flora with her. The voice that the audience hears in the opening narration is "not her speaking voice, but her mind's voice". Ada has not spoken a word since she was six years old and no one, including herself, knows why. She expresses herself through her piano playing and through sign language, for which her daughter has served as the interpreter. Flora later dramatically tells two women in New Zealand that her mother has not spoken since the death of her husband who died as a result of being struck by lightning. Ada cares little for the mundane world, occupying herself for hours every day with the piano. Flora, it is later learned, is the product of a relationship with a teacher with whom Ada believed she could communicate through her mind, but who "became frightened and stopped listening," and thus left her.
