In 1983, Hector Negron, an aged Puerto Rican World War II veteran, works as a post office clerk in New York City. After recognizing a customer, Negron shoots and kills the man with a German Luger pistol. Several hours later, reporter Tim Boyle and Detective Tony Ricci are at the crime scene seeking information. At Negron's apartment, Boyle, Ricci and other officers discover a finely carved statue head, the Head of the Primavera, a long missing segment from the Ponte Santa Trinita. Also found is a Purple Heart and a photograph revealing that Negron was awarded the Distinguished Service Cross and Silver Star.

After drifting apart emotionally over the years, two single siblings — Wendy (Linney) and Jon (Hoffman) — band together to care for their estranged, elderly father, Lenny (Philip Bosco), who is rapidly slipping into dementia. Wendy and Jon first travel to Sun City, Arizona to attend the funeral of their father's girlfriend of 20 years. When they arrive, they are told that their father signed a non-marriage agreement and will not have rights to any of her property. They then move him to a nursing home in Buffalo, where Jon is a theater professor working on a book about Bertolt Brecht. Wendy, who is an aspiring, but unsuccessful, playwright, moves from New York City to help establish their father in Buffalo.

Dalton Russell (Clive Owen), seated in what appears to be a jail cell, opens the film with a prologue about having carried out the "perfect robbery". A van is driving from Brooklyn to the Wall Street area. Inside is a team of masked robbers, dressed as painters, who call each other by variants of the name "Steve" (i.e. Steve, Stevie, Stevo). They seize control of a Manhattan bank and take the employees and patrons hostage. They divide the hostages into groups and hold them in different rooms, forcing them to strip and don painters' clothes identical to their own. The robbers rotate the hostages between various rooms and occasionally insert themselves covertly into the groups, while also taking turns working on an unspecified project involving demolishing the floor in one of the bank's storage rooms.

The film begins with Bobby Carter and his psychiatrist discussing the events of the first film, which took place eight years ago. Bobby is still traumatized by those events, but he and Rachel (formerly known as Ruby) now own a biker team, and have also invented a super fuel that can power bikes. Nous sommes en 1982. Jeffrey Jones est un orphelin de 11 ans confié à son oncle et sa tante. Un soir, Phineas Bogg atterrit dans sa chambre en pulvérisant la vitre. Aussitôt, le chien du jeune garçon se rue sur l'intrus. Le chien mord dans le livre que Bogg tient à la main. Dans la panique générale, en tentant d'arracher le livre aux crocs de l'animal, Jeffrey bascule par la fenêtre. Bogg saute dans le vide pour le rattraper, et tous deux sont projetés dans le temps. Phineas Bogg fait partie d'un groupe appelé les "Voyageurs". Il voyage dans le temps, et donne un coup de main à l'Histoire, si nécessaire. Il voyage par l'intermédiaire d'un Omni, un appareil ressemblant à une montre à gousset. C'est justement cet appareil défectueux qui a amené Bogg en 1982. Quand la lumière de l'Omni est rouge, cela signifie que l'Histoire se trompe et qu'il doit intervenir pour remettre tout en ordre. Jeffrey est coincé dans le temps et Bogg est incapable de savoir ce qu'il doit faire sans son manuel d'Histoire. En effet, son livre est resté dans la gueule du chien, en 1982. Fort heureusement, le jeune Jeffrey se révèle être un passionné d'Histoire et en connaît souvent beaucoup plus que le "Voyageur" du temps.
