A month after the events of the first film, General Shang asks Mulan for her hand in marriage and she happily accepts. Hearing about their engagement, Mushu is thrilled for them until the leader of the ancestors informs him that if Mulan gets married he will lose his job as a guardian dragon and have to leave Mulan and his pedestal, which is his place of honor as a guardian. The ancestors are happy with this because Mulan would be getting married to Shang, and would become a part of his family, which would require her to have his family ancestors and guardians. Wanting to keep his job and his friend, Mushu attempts to tear the couple apart, having noticed that they are not very compatible, while Cri-Kee tries to foil his attempts and keep the couple together. Meanwhile, the Emperor calls upon Mulan and General Shang to escort his three daughters, Princesses Mei, Ting-Ting and Su, across China to be betrothed to three princes so that an alliance can be formed with the kingdom of Qui Gong. After the Huns, led by the ruthless Shan Yu, invade Han China, the Chinese emperor begins to command a general mobilization. Each family is given a conscription notice, requiring one man from each family to join the Chinese army. When Fa Mulan hears that her elderly father Fa Zhou, the only man in their family, is once more to go to war, she becomes anxious and apprehensive. She decides to deal with this herself by disguising herself as a man so that she can go to war instead of her father. When her family learns of Mulan's departure, they all become anxious. Grandmother Fa, Mulan's grandmother, prays to the family ancestors for Mulan's safety. The ancestors then order their "Great Stone Dragon" to protect Mulan. Chanticleer is a rooster, whose job is to wake the sun up every morning, but the Grand Duke of Owls, who hates sunshine sabotages him to make it look like the sun comes up on its own without Chanticleer's crow. Detested by the farm animals, he leaves the farm to look for work in the city. Afterward, perpetual darkness and rainfall threaten the farm with flooding. Turning out to be a story read to a young human boy named Edmond, it seems that the flooding has found his family and when his mother goes to help them stop it, he calls out to Chanticleer and is heard by the Grand Duke himself who takes a dislike to Edmond's attempts to foil his plans. He turns him into a kitten to devour him, but he is saved at the last second by Pattou, a bloodhound from Chanticleer's farm. He is accompanied by Snipes, a claustrophobic magpie, and Peepers, an intellectual field mouse, as well as several animals from the farm hoping to find Chanticleer and apologize to him for their behavior. Edmond accompanies Pattou, Snipes and Peepers to the city while the rest of the animals remain at Edmond's house. En route, they are attacked by Hunch; the Duke's diminutive nephew, assigned by him to stop Edmond and the others from finding Chanticleer. They narrowly escape and enter the city.

The movie begins and ends as a spirit, known in the movie as Arthur (Greene) enters, and descends back into the world from the water. Then the movie shows an airplane carrying a passenger to an Indian reserve, where they're blockading construction/forestry equipment from clearcutting on Indian land. We later realize that the individual was a lawyer representing the tribe whose land is going to be clearcut and the protesters are angered at the lawyer losing the case & the lawyer came to discuss an appeals process. Wilf (Westerman) is introduced at this time & then he in turn introduces Arthur, who also kidnaps the logging company's general manager, and the four take off through the woods where Arthur "instructs" them in listening to Mother Earth. Surrealistic, in its entirety, throughout the movie you're taken for a ride that will take you through many thought provoking scenes. In particular where Wilf describes Washakeajack, the Indian trickster.

In Paris in 1910, mother cat Duchess and her three kittens, Marie, Berlioz, and Toulouse, live with retired opera diva Madame Adelaide Bonfamille, and her English butler, Edgar. While preparing her will with lawyer Georges Hautecourt, Madame declares her fortune to be left to her cats until their deaths, and thereafter to Edgar. Edgar hears this through a speaking tube, and plots to eliminate the cats. Therefore, he sedates the cats by sleeping pills in their food, and enters the countryside to abandon them. There, he is ambushed by two hounds, named Napoleon and Lafayette, and the cats are stranded in the countryside, while Madame Adelaide, Roquefort the mouse, and Frou-Frou the horse discover their absence. In the morning, Duchess meets an alley cat named Thomas O'Malley, who offers to guide her and the kittens to Paris. The group briefly hitchhike in a milk cart before being chased off by the driver. Later, while crossing a railroad trestle, the cats narrowly avoid an oncoming train, but Marie falls into a river and is saved by O'Malley; himself rescued by two English geese, Amelia and Abigail Gabble, who accompany the cats to Paris. Edgar returns to the country to retrieve his possessions from Napoleon and Lafayette, as the only evidence that could incriminate him.
