Phillip Akon "Phill" Lewis (born September 4, 1968) is an American actor, director and comedian. He is best known for his role as Mr. Moseby on Disney Channel's The Suite Life of Zack & Cody and its spin-off, The Suite Life on Deck. Lewis also played T.C. on The Wayans Bros., Hooch on Scrubs, and had a recurring role as Roy on Yes, Dear and has played small parts in more than a dozen films. He also appeared in episodes of Lizzie McGuire as Principal Tweedy and in Friends as Chandler's boss. Lewis is married to Megan Benton Lewis.

After their wedding Rachel and Sam decide to start their own life. The Langham Hotel is willing to let anybody who can take the place of the landscaper and chef live in the hotel. Sam and Rachel bring Chloe and Papi to the hotel where Chloe and Papi meet Oscar and Jenny, the hotel's Doggy Day School teachers. Papi is less than thrilled when he discovers he will no longer be teaching the pups. Mr Hollis, the manager notices Chloe and asks if she can make appearances as the hotel has gained a major threat, Montague, the new hotel to rival the Langham. Because of this Sam and Rachel get the jobs. Rosa is also not much happier at the thought of Doggy Day School.

Just married, Papi (voiced by George Lopez) and Chloe (voiced by Odette Yustman) are trying to keep up with their five puppies Papi Jr, Lala, Rosa, Ali and Pep (voiced by Zachary Gordon, Madison Pettis, Chantilly Spalan, Delaney Jones and Emily Osment) running around the house, creating problem after problem. However, Papi shows a soft side for the pups and occasionally tells them of their ancient ancestors the Chihuahua Warriors often creating another problem. After making plans to spend spring break with his girlfriend Bailey Pickett (Debby Ryan), Cody Martin (Cole Sprouse) decides to leave the SS Tipton, a large cruise ship where he attends school, to work as an intern for Dr. Donald Spaulding (John Ducey) at a prestigious research firm instead. In Beverly Hills, California, wealthy heiress Vivian "Viv" Ashe leaves her richly pampered pet chihuahua, Chloe, with her irresponsible niece, Rachel, while she embarks on a business trip for ten days. At the Bureau of National Security headquarters, BNS Special Agent Alex Scott is accosted by his rival, Carlos, before being briefed on his next mission. Scott is assigned to recover a stolen fighter plane sold to arms dealer Arnold Gundars. The plane is known as the "Switchblade" and is invisible to both radar and the naked eye. The BNS learns that Gundars is sponsoring Middleweight world boxing champion Kelly Robinson's next match, and is using the event to auction off the plane. The agency has contacted Robinson and assigned him to be the civilian cover for Scott's mission. Scott and Robinson travel to Budapest, where Scott plans to penetrate Gundars' compound during a pre-fight party.
