Samuel Bellamy, jeune inspecteur de police, est lié d'amitié avec Joseph Katz, un vieux brocanteur juif rescapé des camps de la mort. Samuel et Joseph aiment jouer aux échecs, mais un matin dans le magasin de Joseph, alors que Samuel venait de perdre contre ce dernier, un Allemand entre dans la brocante. Joseph reconnaît Rudi Guter, un ancien officier SS qui a massacré sa famille pendant la guerre. Guter reconnaît Joseph à cause d'une tache de naissance derrière son oreille gauche. Les deux hommes se battent dans le magasin alors que Samuel essaye de gagner la brocante pour tenter de les arrêter. Mais trop tard, Guter, n'étant pas venu seul, appelle ses hommes au secours, Katz sort un pistolet et l'abat sous les yeux de Sam. Katz finalement arrêté par la police, Sam doit se charger de l'amener au commissariat mais ne voulant pas qu'il soit jugé, il libère son vieil ami et veut le confier à son père qui doit partir en Israël.

The Cold War espionage thriller follows the moves of British anti-hero spy Charlie Muffin (Hemmings) who has fallen on hard times since the forced retirement of Sir Archibald Willoughby, his previous boss at the U.K. secret service (played by Sir Ralph Richardson). His new boss, Sir Henry Cuthbertson (Ian Richardson), who epitomizes the haughty upper class British imperialist, hardly attempts to conceal his disdain for the under-educated agent who quite obviously doesn't stem from the "right class". Right at the start of the film, we witness how Charlie has evidently been deemed expendable and accordingly gets set up to be caught or killed during a joint mission in East Germany — this despite Muffin essentially having been responsible for the mission's success. Cuthbertson's lap-dog agents Snare and Harrison — who are both totally lacking in experience and as arrogant as their boss — are shocked and embarrassed to see Muffin returning alive and well.

The film takes place in Berlin in 1940, during World War II as Adolf Hitler is at the height of his power. Anna and Otto Quangel, a working class couple, live in Berlin in simple circumstances and are not particularly interested in politics. Then, their only son is killed in action during the Battle of France and as they grieve for their son, the desire to resist the Nazi regime grows within them. When a Jewish neighbor is also killed, Anna decides to actively join the German Resistance. She begins writing very personal flyers on postcards, which she at first alone, and then with her husband, leaves in public places and slips into mailboxes. The two are discovered and are arrested and eventually sentenced to death. Otto Quangel commits suicide in the courtroom with a cyanide pill; his wife is executed two months later.

Scotland Yard's Inspector Higgins (Joachim Fuchsberger) becomes involved in a case that began with the corpse of Sir Oliver supposedly laughing from inside of his own coffin during his funeral. Edward Morrison vient d'Amérique du Sud à Londres, pour rendre visite à sa sœur Alice. Mais arrivée chez elle, il trouve une nouvelle locataire, Janet Winters. Elle lui apprend qu'Alice s'est suicidée en se jetant sous un camion. Morrison l'interroge ainsi que des témoins. Le principal témoin oculaire, Sam Hotkins, pense qu'elle a été assassinée. En discutant avec Harry Brenton, son ancien fiancé, Morrisson se fait une meilleure idée. la piste le mène à un bar où il rencontre entre autres, la barmaid Myrna Collins, le propriétaire du bar Gaston, les employés Dan Low et John Evans. Tout le monde semble suspect, une tentative d'assassinat de Dan Low contre Morrison le confirme. Janet Winters est danseuse dans cet établissement, Morrison l'interroge chez elle sans rien apprendre. Morrison, qui est soutenue par Mary, la fille de Sam Hotkins, découvre le corps de Winters assassinée. Soudain le téléphone sonne. Alice dit être à l'autre bout du fil, dans une maison de campagne, elle ne peut pas en dire plus. Avec la police et l'inspecteur Brown, Morrison et Mary Hotkins pensent avoir trouvé cette maison et y rencontrent David Stone. Morrison soupçonne que son épouse Edna a quelque chose à voir avec l'affaire. Elle tient une école de danse dans laquelle Alice a pris des cours. Morrisson part pour Paris, car David Stone est mort au moulin de Garascon. Il y croise de nouveau la bande d'Evans. Encore une fois, il échappe de justesse à une tentative d'assassinat. Après la dénonciation de Donald Rutley, l'oncle de Janet Winters, Morrisson peut finalement découvrir toute la vérité.
