On a Los Angeles street, Officer Rawlins, a patrolman on his way home from work, stops a man he suspects of being a burglar and is shot and mortally wounded. The minor clues lead nowhere. Two police detectives, Sergeants Marty Brennan (Scott Brady) and Chuck Jones (James Cardwell), are assigned to catch the killer, Roy Morgan (Richard Basehart), a brilliant mystery man with no known criminal past, who is hiding in a Hollywood bungalow and listening to police calls on his custom radio in an attempt to avoid capture. The police investigate a string of murders committed by the Creeper (Rondo Hatton), a mysterious killer with a hideously disfigured face. The Creeper attacks and murders Professor Cushman (John Hamilton), a professor from the nearby Hampton University. Later that night, the killer approaches a woman named Joan Bemis (Janelle Johnson) in front of her home and identifies himself as Hal Moffet. Joan screams hysterically at the sight of him until he is driven to kill her. When police cars approach, the Creeper climbs the fire escape of a city tenement building to escape and enters the apartment of Helen Paige (Jane Adams), a blind pianist. Unable to see the Creeper's deformed face, Helen is not afraid of the intruder, even when he admits he is fleeing from the police. When officers knock on her door, Helen encourages him to hide in her bedroom, where he escapes through the window.

The film opens in Virginia in 1865, shortly after General Lee's surrender at Battle of Appomattox Court House. A war correspondent Jim Steed exchanges comments with Count Von Bohlen, an arrogant Prussian army officer serving as a military attaché during the American Civil War. A year later Steed is in Vienna shortly before the outbreak of the Austro-Prussian War of 1866. There he encounters a famous dancer, Anna Marie, who he persuades to spy for him on Von Bohlen, now a member of the Prussian General staff, who has become infatuated with her. However the secret plans which they manage to pass on to the Austrians are unable to prevent the decisive Prussian victory.

Count Dracula (John Carradine) greets the castle's owner, Dr. Franz Edelmann (Onslow Stevens). The Count, who introduces himself as "Baron Latos", explains that he has come to Visaria to find a cure for his vampirism. Dr. Edelmann agrees to help. Together with his assistants, Milizia (Martha O'Driscoll) and the hunchbacked Nina (Poni Adams), he has been working on a mysterious plant, the clavaria formosa, whose juices have the ability to reshape bone. Edelmann explains that he thinks vampirism can be cured by a series of blood transfusions. Dracula agrees to this, and Edelmann uses his own blood for the transfusions.
