Ethan Inglebrink (Ronnie Gene Blevens) is an agoraphobic heroin addict who lives in a homogeneous California town where nothing ever happens. A misfit, clad in a powder blue tux, he has convinced his poker buddies, and surrogate moms, Roe (Diane Ladd), Sandy (Cloris Leachman), and Lou Anne (Lin Shaye), that he is diabetic and his needles are for insulin, not heroin. His next-door neighbor is his landlord and former high school football coach Trevor O'Hart (Rip Torn), who wants nothing more than to kick Ethan out on the street. Complicating matters even further is that Ethan's older brother Todd (Val Kilmer), the local sheriff, is convinced that his brother can only be saved by an act of God, and recruits the family priest (Peter Falk) to get the job done. Meanwhile, as the Garden of the Year competition draws near, Ethan becomes convinced that he can take the $10,000 top prize and pay off his delinquent rent if he can just grow the perfect American Cowslip. Based on the Imperium Comics series of the same name, Trailer Park of Terror follows six troubled high schoolers and their leader, the optimistic youth ministries pastor, Lewis (Matthew Del Negro). As the group return from an outdoor character building retreat in the mountains they become lost on the backroads after their bus crashes during a raging storm. The luckless group seeks refuge for the night in a seemingly abandoned trailer park down the road, managed by the strange and seductive Norma (Nichole Hiltz). In present-day Antioch, former minister Travis Jordan still lives, after losing his faith in God three years before when his beloved wife was murdered and the criminals never found. Suddenly, miracles happen in the little town: the new veterinarian's son survives a van accident without a single scratch; Travis' dog Max revives after being buried; a paraplegic walks; a scarred teenager and her police officer father (brain tumor) heal, outside and inside. In all the events, either a group of three men wearing black were seen nearby, or only their tall, blond (possible) leader, who seems to want everyone to know, "he is coming". Very soon after this a scruffy, gentle-mannered newcomer arrives; Brandon Nichols implies through his healing work and preaching that he's Jesus Christ or a better version of a messiah. The local population worships Brandon, while Travis and Morgan feel that something is wrong and conduct an investigation, disclosing that evil has possessed the town dwellers.

The story concerns a young documentary film-maker, Bernard Heiman, who has decided to chronicle the making of a pornographic motion picture for his next project. He selects as his subject a movie being directed by Chuck Steak (pronounced STEE-AK), a twenty-five year veteran of the porn industry. Chuck plans to produce a $40,000 movie that is shot on motion picture film, as he regards himself as a film-maker first and pornographer second. Bernard begins shooting his documentary and is introduced to Chuck's large crew and cast. He especially becomes attracted to a young performer named Pursey Galore, who is new to the porn industry. As the film develops it becomes clear that Chuck treats his co-workers more like a family rather than colleagues, as they all deeply care about each other and view Chuck as a paternal figure. As the film develops, Chuck must deal with several crises, including a group of protesters who object to pornography and a pending legal proceeding that stems from him throwing a flower pot at a man's head. All the while he remains determined to fulfill his ambition of filming the world's largest recorded orgy.
