En 1848, dans la région de la Toscane, Edo (Giovanni Guidelli ) et Lupo (Paolo Hendel) sont deux bergers qui gardent des troupeaux dans la Maremme de la province de Grosseto. Afin d'aider la veuve d'un ancien ami mort du paludisme, il détrousse le messager Terminio (Antonio Petrocelli ) qui ramène au riche propriétaire Cesare del Ghiana (Giacomo Piperno ) la recette de la foire. Mais Terminio les dupe en leur donnant une petite partie de la recette, puis en gardant pour lui le reste, tout en dénonçant les deux amis à son maître, qui ordonne alors à son fils, Diego (Claudio Bigagli), de partir à leurs recherches en compagnie d'une bande de mercenaires. Les deux amis fuient vers le Nord et se perdent dans les anciennes Via Cave de la région, avant d'être capturé par la bande de brigands de Gianloreto Bonacci (Ciccio Ingrassia). Ce dernier les enferme avec Lady Rowena (Angela Finocchiaro), une duchesse étrangère. Le trio est finalement secouru par Diego et ses mercenaires, mais Edo et Lupo en profitent pour s'échapper une nouvelle fois. Ils arrivent finalement sur les rives du lac Burano, où ils sont recueillis par le marquis Lucifer Ombraviva (Ugo Gregoretti). Par amusement, ce dernier accepte le pari de l'abbé Flamart (Dario Cantarelli ), qui prétend pouvoir instruire l'un des deux bergers afin d'en faire un aristocrate, et ce malgré sa modeste condition. Edo reste alors avec l'abbé, tandis que Lupo s'en va. Mais le destin va bientôt rapprocher une nouvelle fois les deux amis .

Sen. Gianni Puppis (Lando Buzzanca) arrives at Rome's airport to greet the female president of the Republic of Urania. Puppis, a hot contender for the next Italian Chief of State, is captured on unedited and unaired news-film furtively groping the bottom of the esteemed lady visitor as she greets the Italian press. No one notices the incident, and the victim is unsure who was responsible due to the crowd gathered around her. The TV film editor (Janos Bartha) studies the film with a colleague and remarks, "but he's queer!" Still photos of the incident fall into the hands of a highly unorthodox priest called Father Lucian (Renzo Palmer), an old college friend of Puppis. He arranges a meeting with the bemused politician in a confessional booth and then demands blackmail money for the pictures. Puppis is furious, but mystified, for he cannot remember anything about the incident. He leave the confessional booth refusing to pay. That night, Puppis has a strange dream which a naked young woman (Eva Czamerys) beckons him, superimposed over the circular plaza of St. Peter's Basilica and the Vatican.

The film features several episodes in which actors Ugo Tognazzi and Vittorio Gassman are the greatest performers. The themes of the short stories are intended to offer a clear picture of the habits, vices, of cheating and taste typical of the majority of Italians in the Sixties. Obviously the characters and funny situations are written and staged in a way that touches the limits of satire and coarseness, however many of these issues are still recognized by the Italian company. The satire of the episodes affects people of both noble origins of poor people, both political and police officers who abuse their power and, last but not least the middle classes. To remember are the episodes as The Monster in which a man who has killed the whole family and has barricaded himself in the house was arrested by two policemen (Gassman and Tognazzi) and photographed with the present. However, although the man is a murderer, the two cops are real monsters of ugliness. Another episode to remember is Education in which the parent Ugo Tognazzi educates his son (Ricky Tognazzi) being a perfect cheat to appear more masculine and smart, to pay much less and not plunging into heavy or boring situation would certainly not born. He instructs his son in beating their classmates who do not want him to copy the tasks and lie age when he went to the fair to not pay the ticket. When the child grows, the first thing it will do is make amends for his teachings repaying his father with a pistol and with the theft of all his possessions.
