John Lee Morgan Beauregard "Rags" Ragland (August 23, 1905 – August 20, 1946) was an American comedian and character actor. Ragland made his show business reputation in burlesque, where he was one of the house comics for the famed Minsky burlesque shows. Minsky striptease star Georgia Sothern remembered him fondly in her 1971 memoir, saying she considered Ragland a close friend and the funniest comedian the Minskys had ever produced. His longtime performing partner Phil Silvers referred to Ragland in his autobiography as "my favorite comic".

Major Terry O'Neill (William Powell) returns to Baltimore in 1919, after the end of World War I, expecting to get his old newspaper night editor job back. However, the paper has recently changed owners, and his friend and former editor, Allan Smith (an uncredited Will Wright), has been told to cut costs. Disillusioned, Terry decides to abandon his ideals and make his fortune by whatever means necessary. Leaving the building, he runs into two less-than-savory friends, "Fishface" (Rags Ragland) and "Three Finger" (Frank McHugh). When they are arrested, it takes all his money to pay their fines and that of "Snarp" (James Gleason).

Joe Brady and Clarence Doolittle are Navy sailors who have a four-day leave in Hollywood. Joe has his heart set on spending time with his girl, the unseen Lola. Clarence, the shy choir boy turned sailor, asks Joe to teach him how to get girls. Donald, a little boy who wants to join the navy, is found wandering around the boulevard by a cop, who takes him to the police station. Clarence and Joe end up being picked up by the cops to help convince Donald to go home. After the two sailors wait at home and entertain Donald, Donald's Aunt Susie arrives. Clarence is smitten with her from the beginning. Susan goes on to tell them that she has been trying to find work in music, and longs to perform with José Iturbi. Trying to make Susan impressed with Clarence, Joe tells her that Clarence is a personal friend of Iturbi, and that he has arranged an audition for Susan with him. That night, they go out to a cafe, where Clarence meets a girl from Brooklyn, and they hit it off. The next day, Joe visits Donald's school, and tells the kids the story of how he got his medal, and how he brought happiness to a lonesome king (played by Jerry Mouse of Tom and Jerry), and joy to the forest animals of the kingdom.

The beautiful Princess Veronica (Hedy Lamarr) travels to New York City to find the American newspaper columnist she fell in love with six years earlier. In the seventeenth century, Sir Simon de Canterville (Charles Laughton) is forced by the Code of Chivalry to engage in a duel on behalf of his brother, but flees to the family castle when his opponent is substituted for by a giant (played by an uncredited Tor Johnson). His proud father, Lord Canterville (Reginald Owen), refuses to acknowledge that his son has disgraced the family name, even when shown in front of witnesses where Simon is cowering. The father has the only entrance to his son's hiding place bricked over as proof that Simon is not there, ignoring Simon's pleas for mercy. Lord Canterville then curses his doomed cowardly son to find no rest until "a kinsman shall perform an act of bravery" in his name.
