Rajeev was born in Madurai. His father Balasubramaniya Mudaliar was working in Telephone department, his mother was Rajeswari Ammal. He studied in Bala Vidya Mandir in Bangalore. The film opens with a flashback showing the family feud between families of Prabhakaran (Vijayakanth) and Bhavani (Indraja). Prabhakaran and Bhavani are in love. The murder of Bhavani's father, is wrongly accused on SP's father. He starts to help Bhavani's family and mortgages his own house to finance her factory with the intention of making it up to them as he still believes that it's his father who killed Bhavani's father. But Bhavani is now trying to take revenge for her father's murder. SP's mother is now on her deathbed. While in the hospital, his mom tells how his father had a different wife and he should ask them forgiveness. He storms into Bhavani's house and accuses her uncle (who really killed Bhavni's dad), also trying to make her understand the truth but she doesn't believe him. Then Prabhakaran says he doesn't love her any more and vows that he will never trust a woman by remaining a chronic bachelor forever.

The story circles around Sanjeev Kumar (Prithviraj) who is awaiting his selection into the police force. But it was being delayed by the then Police commissioner (Anandaraj) who is backed up by his political and underground relationships and has a grudge against Sanjeev's father. When things go beyond a limit, Sanjeev gets fed up, and locks up the Commissioner in a secret location. Indu and Chandru (Ramba and Karthik) fall in love. Indu does the disappearing act and Chandru gets engaged to Rekha (Mumtaz). Indu re-appears after three years with a little girl, who she claims is Chandru's daughter. Chandru vehemently denies it and finding Indu's presence an embarrassment tries to ferret out the truth. After many scenes of forced comedy, we learn that the girl is the illegitimate daughter of Chandru's much-married brother, who had seduced Indu's sister. After his brother's futile attempt to play the villain, Chandru latches on to Indu fast enough. And with no apology to Rekha. But it is not really Chandru's fault. For Rekha had done the disappearing act from the scene early enough without any explanation either.

A district collector, a judge, and a police official are all kidnapped in broad daylight. The kidnapper cocking-a-snook at the establishment, calling himself 'Citizen' and appearing in different disguises to get at his targets. C.B.I. officer Sarojini (Nagma) finally traces the common factor among the kidnapped trio to the fictional hamlet of Athippatti, consisting of fishermen. But to her surprise both the village and its 690 odd inhabitants seemed to have been wiped away from the face of the official gazette maps. The diggings tell a story of a mass massacre that must have taken place about a couple of decades back. 'Citizen' is finally apprehended. He comes out with his story of the gory happenings at Athippatti and how he, as a little boy, had been the sole survivor of the nightmare that gripped the village that day from the map of India, twenty years back. The entire village was wiped off including women and children by the three kidnapped officials because of their greed for power and money. Ajith wants the citizenship of the three government officials revoked including their families as a punishment for their atrocities to the inhabitants of Athippatti.

Kasi is a tale about the deception of appearances. Kasi(Vikram) is a blind poet and singer who supports his family by his songs. He has an older brother Sevalai(Thalaivasal Vijay) who spends what money he has drinking, an abusive, crippled father and a younger sister Lakshmi(Kavya Madhavan). When the local landlord, Raghupathi(Rajeev) returns to the district, he brings along with him Mr Dinesh, the CM's son and his wife Radhika(Aishwarya). Raghupathi has a reputation as a God in the area because of his charitable works and when a specialist eye doctor arrives he promises to pay the fees for an operation to give back Kasi's vision. Elated by this news, Kasi learns that he has to find an eye-donor and his girlfriend Kaveri(Kaveri), who cannot speak, offers one of her eyes. Unfortunately, something happens that shows that the 'God-like' Raghupathi and Mr Dinesh are not what they seem. Blissfully unaware of the sadness of those around him, Kasi looks forward to his operation.
