Rebeca Arthur (born March 17, 1960) is an American actress raised in Cumberland, a town in the mountains of western Maryland. After majoring in dance and drama at the University of Maryland, Arthur moved to New York to pursue a career in entertainment. Following a string of "typical" jobs, she answered a classified ad search for "Real Life Charlie's Angels," and began a second career as a private investigator. After three exciting and sometimes dangerous years of detective work, Arthur decided to return to the less risky world of entertainment. With her natural comic abilities, it was not long before she landed recurring comedy roles on both "The Guiding Light" and "Search for Tomorrow". In December 1983 she moved to Los Angeles to resume her acting and quickly won guest-starring roles on "Remington Steele" and "Newhart", and an appearance in the feature film "About Last Night". In 1986, Arthur was cast in her role on "Perfect Strangers" as Mary Anne, the innocent and energetic flight attendant who lives upstairs, and is the object of Balki's romantic desires in an ongoing relationship that continues to teeter on the brink of consummation.

Arthur has made several appearances on the "Circus of the Stars" television specials, and this past hiatus she completed the starring role in the upcoming television movie "Running Mates" with John Forsythe. She is best known as Mary Anne Spencer on Perfect Strangers (1986–1993).

Chili Palmer, a loan shark based in Miami, clashes with mobster, Ray "Bones" Barboni over a leather jacket borrowed from Palmer at a restaurant without permission by Mr. Barboni. They have two confrontations, the first of which leaves Barboni with a broken nose. Barboni then wants his boss Jimmy Capp to go after Palmer, but he refuses, as Palmer has done nothing wrong. Barboni took the jacket without permission, and Chili's car keys were in the jacket. Jimmy also tells Bones that Chili works for another mafioso named Momo and Capp has no power over him. But soon after Palmer's boss, Momo, dies of a heart attack, Chili finds himself working for Barboni, whose first order is for Palmer to collect a loan shark debt owed by dry cleaner Leo Devoe. Devoe was believed to have been killed in a commercial airliner crash, but in truth had actually gotten off the plane, and failed to re-board because he was getting drunk in the airport bar. After the plane crash, Devoe's wife identified his personal effects, and the airline quickly offers her an insurance check for $300,000. Faye carelessly gives Leo the insurance money, and he heads out of Miami. When Chili visits Leo's "widow" Faye, she reveals to Palmer that Leo is still alive, has left Miami, and is partying and winning money in Las Vegas, Nevada.

A former cowboy movie star Rex Roper (John Forsythe) decides to run for Mayor of Crescent Bay, California. He hopes that if he wins the election, he will be able to install his hot tub, a plan that Town Supervisor Charlene McKeon (Barbara Eden) had previously nixed due to the area's water shortage. Frank Cross (Bill Murray) is a successful but cynical television programming executive for the IBC network headquartered in New York City. He has demanded the network put on a extravagant live production of A Christmas Carol on Christmas Eve to seize the ratings opportunity, forcing the network's staff including his direct assistant Grace Cooley (Alfre Woodard) to work on the holiday.
