Visconti's retelling of the Electra story starts with Sandra/Electra (Claudia Cardinale) returning to her ancestral home in Italy - and reviving an intimate involvement with her brother (Sorel) which troubles her naive husband (Michael Craig) - on the eve of an official ceremony commemorating the death of her Jewish father in a Nazi concentration camp. As ever with Visconti, he is ambivalently drawn to the decadent society he is ostensibly criticising; and Armando Nannuzzi's camera lovingly caresses the creaking old mansion, set in a landscape of crumbling ruins, where the incestuous siblings determine to wreak revenge on the mother (Bell) and stepfather (Ricci) who supposedly denounced their father.

Kir, roi des Dardaniens, est vaincu au combat par le général Onnos au cours d'une campagne militaire lancée par ce dernier contre Ninive en Assyrie. Réduit en esclavage, Kir est emmené avec d'autres esclaves jusqu'à la capitale où le général présente ses prises au roi Minurte. Sémiramis, jeune femme de la cour d'une grande ambition politique, persuade Minurte de lui offrir Kir et obtient en outre un domaine. Elle emploie ses esclaves, dont Kir, pour y bâtir une ville qui devient Babylone. Dans le même temps, elle mène des machinations politiques et des alliances avec Kir et Onnos afin de renverser Minurte et de prendre sa place sur le trône.

Although Valeria Messalina makes a brief appearance in the film, the Messalina of the film's Italian title is Nero's third wife, Statilia Messalina, who appears towards the end. The dissolute Nero has come to the imperial throne through the machinations of his mother Julia Agrippina, whom he later murders. Among his other prominent victims are his tutor Seneca the Younger and his first two wives, Claudia Octavia and Poppea Sabina. One of his mistresses, the slave girl Claudia Acte, is portrayed in the film as a Christian who introduces the emperor to their teachings and flees on learning her lover's identity. During this upheaval, Nero overturns a lamp, which leads to the burning of Rome. This he blames on the Christians and orders a general persecution, in which Acte dies. When the populace eventually rises against him, Nero takes refuge with one of his freedmen and is killed by a slave.
