Frank Martin (Jason Statham) is a highly skilled driver known only as "The Transporter." He will transport anything, no questions asked, always on time, and he is known as the best in the business. Liu Siu-jian (Jet Li), a Chinese intelligence agent, is sent to Paris to help apprehend Chinese mob boss Mr. Big (Ric Young), who is involved in heroin smuggling. He meets Inspector Jean-Pierre Richard (Tchéky Karyo), a corrupt and violent French police detective, at a hotel. Richard tricks Liu into believing he is simply providing reconnaissance of a meet involving Mr. Big. The plans are changed when Mr. Big is introduced to two prostitutes, one being Jessica Kamen (Bridget Fonda), an American woman, who takes him to his room to service him. While Liu and the rest are watching through the surveillance camera, Mr. Big kicks everyone out except for the two prostitutes. After pretending to seduce him, one of the prostitutes then stabs Mr. Big. Overseeing the events from a surveillance room, Liu rushes to stop the killing, but Richard enters shortly later to shoot Mr. Big and the prostitute with Liu's police-issued handgun, framing Liu for the murders.

The film begins with a nightmare of Bruce Lee's father (Ric Young), who sees a terrifying phantom (Sven-Ole Thorsen) in black samurai armor that haunts the young Bruce Lee (Sam Hau). In the year 2074, the cybernetics market is dominated by two rival companies: USA's Pinwheel Robotics and Japan's Kobayashi Electronics. Cyborgs are commonplace, used for anything from soldiers to prostitutes. Casella "Cash" Reese (Jolie) is a prototype cyborg developed for corporate espionage and assassination. She is filled with a liquid explosive called "Glass Shadow". Pinwheel plans to eliminate the entire Kobayashi board of directors using Casella to precipitate a hostile takeover and obtain a monopoly over the cyborg market. She is programmed to mimic human senses and emotions such as fear, love, pain and hate. Guided by Mercy (Palance), a renegade prototype cyborg who can communicate through any electronic device, she and her combat trainer Colton Ricks (Koteas) escape the Pinwheel facility so she can avoid self-destruction, something that most corporate espionage cyborgs face. They're relentlessly pursued by Pinwheel's hired killer or "wiretapper", Daniel Bench (Drago).
