During Prohibition in 1930s, Al Capone (De Niro) has nearly the whole city of Chicago under his control and supplies illegal liquor. Bureau of Prohibition agent Eliot Ness (Costner) is assigned to stop Capone, but his first attempt at a liquor raid fails due to corrupt policemen tipping Capone off. He has a chance meeting with Irish-American veteran officer Jimmy Malone (Connery), who is fed up with the rampant corruption and offers to help Ness, suggesting that they find a man from the police academy who has not come under Capone's influence. They recruit Italian-American trainee George Stone (Andy García) for his superior marksmanship and intelligence. Joined by accountant Oscar Wallace (Charles Martin Smith), assigned to Ness from Washington, D.C., they conduct a successful raid on a Capone liquor cache and start to gain positive publicity, with the press dubbing them "The Untouchables." Capone later kills the henchman in charge of the cache as a warning to his other men.

Nearly 500 residents of the agricultural community of Milagro in the mountains of northern New Mexico face a crisis when politicians and business interests make a backroom deal to usurp the town's water in order to pave the way for a land buy-out. Due to the new laws, Joe Mondragon is unable to make a living farming because he is not allowed to divert water from an irrigation ditch that runs past his property.

The film, set in the post-WWII 1940s, tells the story of an elderly woman, Carrie Watts (Page), who wants to return to her home, the small, rural agriculture based town (which was of course destroyed by the Depression and the Dust Bowl), where she grew up on the eve of the Great Depression, but she's frequently stopped from leaving Houston, Texas by her daughter-in-law and her overprotective son who will not let her travel alone. Her son and daughter-in-law both know that the town has long since disappeared, due to the Depression. Long-term out-migration was caused by the draw-down of all the town's able-bodied men to the wartime draft calls and by the demand for industrial workers in the war production plants of the big cities.
