Richard Collins (1947 – April 15, 2013) was a Canadian actor. He was best known for playing Philadelphia "Phil" Collins in the comedy series Trailer Park Boys. In 2011, he also appeared as Big Ron in The Drunk and On Drugs Happy Fun Time Hour.

Collins was born in St. John's, Newfoundland and Labrador, and lived in Halifax, Nova Scotia for most of his life. He died of a heart attack in Halifax on April 15, 2013, at the age of 66, during the filming of Trailer Park Boys 3: Don't Legalize It. The film is dedicated to him, Rita MacNeil, Brian Huggins, and Bill Parsons.

Following the events of the episode "Say Goodnight to the Bad Guys", Ricky (Robb Wells), Julian (John Paul Tremblay) and Bubbles (Mike Smith) are released from prison. Upon returning to Sunnyvale Trailer Park, Bubbles finds that all of his kittens have been sent to an animal shelter and that he will need to pay thousands of dollars in order to have them released; secondly, Ricky and Julian successfully rob a liquor store, but Julian uses all the money to buy a car and refurbish his trailer into an auto-body shop. Ricky's plan is to pass his Grade 12 exam, which he feels will open doors of opportunity for him.

Boris (Andy Jones), a familiar blue collar worker, is issued his orders for a patient transfer: five mental health patients due at a maximum security facility by eleven o’clock. But when a patient with intense claustrophobia manages to overcome her illness by leading the way for the other patients to escape, Boris is confronted with an empty bus. With the clock ticking, he tries his best to recover the patients, but his attempts are foiled. So, in his compulsion to deliver, Boris decides to fill his quota by enticing some unsuspecting civilians onto the bus.

A fascist group who call themselves New Order want to set some "new rules" in town while the police in Halifax (Nova Scotia, Canada) are on strike. They try to scare all of the homosexuals in a bar, but by accident the owner of the establishment is killed, and the leader of the bullies then decides to execute all witnesses. One guy, though, escapes and takes refuge in an isolated block of flats. The young tenants in the house refuse to hand over the survivor, and the bullies then decide to get rid of all the residents in the house. This turns out to be not so easy when the young people in the house barricade their apartments and set up traps and arm themselves in order to fight back.
