Quand les comédiens Heinz Doll, Toni Mack et Hans Stiegler n'ont plus d'engagement, ils répondent à l'annonce du grand hôtel "Zum blauen Enzian" à la recherche d'un serveur, d'un portier et d'un liftier. Heinz, Toni et Hans sont de bons employés, satisfaisant leur chef Theres Stolzinger. Il en va de même coté cœur : Vroni, une femme de chambre, jette des regards amoureux sur Hans et la cuisinière Walpurga propose toujours quelque chose à manger à Toni qui ne peut pas refuser.Heinz n'a pas perdu son charme auprès de sa chef. Sissi slowly adapts to life as empress of Austria, but her mother-in-law is hard to live with. Archduchess Sophie adheres to the long-established rules protocol and etiquette, and constantly interferes not only with the emperor's government of the empire but in his family life as well. When Sissi's first child is born, the Archduchess Sophie insists on taking away the child to raise her, because she feels Sissi is too young and unqualified to do so. Sophie also feels that Sissi's place is not in the nursery with her baby, but with her husband as the emperor travels around the empire. A scandal threatens to break out when Sissi leaves Vienna and returns to Bavaria to see her parents. She keeps the truth from her mother, but confesses to her father that she cannot live with Archduchess Sophie's constant criticism and tyranny. Franz Joseph follows her and finally convinces her to return to Vienna. This strengthens Sissi's influence with the emperor, and she supports Prince Gyula Andrássy and the cause of the Hungarians for equal standing in the Empire. The movie concludes with her being crowned Queen of the Hungarians in Budapest. (In fact the coronation was not held until 1867, but "Sissi--The Young Empress" brings the event forward in time to make the ceremony appear to be a confirmation of Sissi's improving status as empress.

An express messenger rides to Vienna and reports at a ball given by Count Lichnowsky that Napoleon Bonaparte is approaching Vienna with his troops. The news spreads like wildfire in the city and also reaches Beethoven, who, together with his friends, is sitting in the tavern. Beethoven is very enthusiastic about the ideals embodied by Napoleon after the French Revolution. He hurries home to write a powerful and glorious symphony - which later becomes famous as Beethoven's "Eroica" - for Napoleon. After the symphony is successful, two messengers from Napoleon come to see Beethoven. They request Beethoven to participate in a reception given by the French emperor. Favouring the glamour, Napoleon has elaborated detailed clothing instructions for Beethoven. Beethoven is disappointed by his idol's superficiality and deletes the dedication to Napoleon from the title page of the symphony.

Oskar Ringhofer, le fils du propriétaire de la maison de couture éponyme, a les yeux rivés sur le décoratrice de vitrines Toni Riedel. Afin de pouvoir s'approcher d'elle, il met au point un plan ridicule : après la fermeture de son magasin, il se rend dans la maison de couture de son père, à côté d'un mannequin, et prétend en faire partie. Comme son adorée veut y travailler, elle réalise vite qu’elle ne peut pas travailler avec une poupée et suppose qu'il est un voleur. Comme le jeune homme lui plaît, elle décide de le dissuader de ses activités criminelles et de le "guérir". Oskar n’est que trop heureux d’être d’accord. Mais lorsque l'amour de Toni pour son "patient" se réveille, elle le découvre bientôt. Maintenant, elle le paie à la maison avec la même pièce, en simulant un vol aussi. Après de nombreuses confusions, dans lesquelles la police n'est pas impliquée, tous les problèmes se résolvent, et Oskar peut conduire son bien-aimé Toni au bureau de l'enregistrement.
