Richard Vernon (7 March 1925 – 4 December 1997) was a British actor. He appeared in many feature films and television programmes, often in aristocratic or supercilious roles. Prematurely balding and greying, Vernon settled in to playing archetypal middle-aged lords and military types while still in his 30s.

The film opens on the studio set of a fictional 1990s TV show, The Gourmet Detective. This is depicted as a crass cross-genre detective/cookery series ("two recipes and one murder per show"), whose lead character (played by Keith Allen) presents his recipe in a style that parodies Keith Floyd. Allen's "on-screen" Gourmet Detective character is the epitome of politically correct "new man" compassion, but the actor "off-screen" is shown to be an obnoxious, drug-taking womaniser. He is subsequently murdered – the second TV detective to be killed in six months – and the rest of the film involves the search for his assassin.

The escape to the idyllic countryside is cathartic for Birkin, haunted by his experiences in World War I. Birkin soon fits into the slow-paced life of the remote village, and over the course of the summer uncovering the painting begins to lose his trauma-induced stammer and tics.

Maurice Castle (Nicol Williamson) is a mid-level bureaucrat in MI6 whose life seems completely without peculiarity, peccadillo, or any highlighting quality to suggest he’s anything but a dull bureaucrat, except for the interesting, casually introduced detail that he has an African wife, Sarah (Iman), and son, Sam (Gary Forbes). Meanwhile, the company regime, represented by corpulent, bluffly cheery Dr. Percival (Robert Morley), who’s actually an expert in assassinations and biological toxins, and grey eminence Sir John Hargreaves (Richard Vernon), advise newly appointed security chieftain Daintry (Richard Attenborough) that, thanks to a source they have cultivated in their Moscow enemy headquarters, they believe they have a traitor at the MI6 African desk. The duo determine that the mole must be quietly killed, rather than be allowed publicity in a trial or a flight to Moscow. They determine quickly that the most likely candidate for the traitor is Arthur Davis (Derek Jacobi), Castle’s playboy office partner. Actually, Castle is the mole, but the information he leaks is entirely unimportant financial documents. He became involved in leaking to the Soviets when he was an MI6 agent in South Africa, seven years earlier: he met and fell in love with Sarah, and when their affair was discovered by the authorities, Castle was all but thrown out of the country, and he entrusted Sarah’s smuggling out of the country to a mutual communist acquaintance. Ever since, he’s been repaying the favor by filtering insignificant data to the Soviets. Castle makes one last informational drop to his communist handlers and he is summarily whisked off to Moscow for protection. However, Castle's primary problem is that he is not a communist, is not a communist sympathizer, and has absolutely no interest in politics, socialism, the Russian language, Slavic history or culture, geopolitical power plays, Moscow nor the Soviet Union. His only interest is in his wife and his son, who are left in London — where they will remain separated from him.

Dreyfus promptly escapes from the asylum and once again tries to kill Clouseau by planting a bomb while the Inspector (by periodic arrangement) duels with his manservant Cato (Burt Kwouk). The bomb destroys Clouseau's apartment and injures Cato, but Clouseau himself is unharmed, being lifted from the room by an inflatable disguise. Determining a more elaborate plan is needed, Dreyfus enlists an army of criminals to his cause and kidnaps nuclear physicist Professor Hugo Fassbender (Richard Vernon) and the Professor's daughter Margo (Briony McRoberts), forcing the professor to build a "doomsday weapon" in return for his daughter's freedom.

Before he dies of his wounds, he reveals to his superiors that four prominent members of society – a government minister, a peer, a general and a famous scientist – are involved in the cult, led by Chin Yang (Barbara Yu Ling). Photos of the four dignitaries taken by the agent are developed, and a fifth photo, apparently showing an empty doorway, is assumed to be a mistake. In order to avoid any reprisals by the minister, secret service official Colonel Mathews (Richard Vernon) calls in Scotland Yard's Inspector Murray (Michael Coles) to work on the case independently. Murray (who had appeared in the preceding Dracula film) suggests consulting noted occult expert Professor Lorrimar Van Helsing (Peter Cushing).
