In ancient China, Qin Shi Huang, a brutal and tyrannical warlord, unites the country's kingdoms into an empire and becomes the Dragon Emperor. He orders the construction of the Great Wall of China to bury and curse his dead enemies. The Emperor soon grows fearful that his death will end all he has accomplished and summons Zi Yuan, a sorceress who is said to know the secret of immortality. She seemingly casts a spell on the Emperor in Sanskrit, before he executes General Ming, his trusted friend and Zi Yuan's lover. But foreseeing such events, Zi Yuan immolates and detains the Emperor, transforming his army into the Terracotta Army, and flees.

An NSA mission to collect intel on Anarchy 99, a mercenary group made up of former Russian soldiers goes awry when the agent's identity is discovered by the group. NSA Agent Augustus Gibbons, overseeing the operation to get any intel on the group's plans for the biochemical weapon named "Silent Night" that has been missing since the fall of the Soviet Union, believes the only way to get close is to recruit an agent that would not have any ties to the United States government. He selects Xander Cage, also known as X, an extreme sports professional and host of his own television show who is outspoken against the government and was recently captured by the FBI for stealing and destroying a prominent California senator's car as an act of protest. Gibbons puts Cage through two tests - stopping a staged diner robbery, and escaping from a drug cartel's plantation in Colombia - and offers Cage the mission. Cage reluctantly agrees when Gibbons offers to wipe his criminal record away.

On docks outside Los Angeles, a semi-truck is loaded with electronics, but a corrupted dock worker informs an unknown person about the truck shipment. During the night, while the truck drives on the interstate, it is approached by three heavily modified black Honda Civics with green underglow. The occupants of the Civics immobilize the truck driver, hijack the truck and escape, passing through a roadblock and stealing thousands of dollars worth of shipment.

In Upstate New York, a waste management firm loads barrels of toxic waste onto trucks, intending to illegally dispose of them. They are shown heading into a tunnel under the Hudson River between Lower Manhattan and Jersey City, New Jersey along with several other commuters, including struggling playwright Maddy Thompson (Amy Brenneman), some young offenders, a vacationing family, an elderly couple, and a mountain climber named Roy Nord (Viggo Mortensen). Meanwhile, a gang of diamond thieves in a stolen car try to escape the NYPD by racing into the tunnel. The gang force their way through the north tube traffic, spilling the diamonds all over the floor of the car. While a female thief tries to retrieve them, she pushes the gas pedal to the floor, causing the driver to lose control, smashing though a security booth and into one of the trucks, killing them instantly. The waste barrels explode, causing the other trucks to explode and setting off a chain reaction. The tunnel entrances cave in, and a devastating fireball sweeps through the tunnel, incinerating thousands of cars and people.

The film begins with a nightmare of Bruce Lee's father (Ric Young), who sees a terrifying phantom (Sven-Ole Thorsen) in black samurai armor that haunts the young Bruce Lee (Sam Hau). Bruce is shown as a child receiving instruction in traditional Chinese martial arts in a montage that passes quickly through his teenage years in Hong Kong. As a young adult, Bruce (Jason Scott Lee) becomes involved in a fight with British sailors (who are harassing a young Chinese woman) and this results in him having to leave Hong Kong because of the incident. His father suggests that Bruce go to the US, since he was actually born in San Francisco when his father was on a tour there and has a US birth certificate. His father asks Bruce to become a success, so big a success that his name will be famous even back in Hong Kong.

Francis Phelan (Jack Nicholson) is a washed-up baseball player who deserted his family back in the 1910s when he accidentally dropped his son and killed him. It is assumed in the film that he was drunk at the time until he later claims he was just tired and doesn't understand why no one will believe him. Since then, Phelan has been a bum, punishing himself. Wandering into his hometown of Albany, New York on Halloween in 1938, Phelan seeks out his lover and drinking companion, Helen Archer (Meryl Streep). The two meet up in a mission managed by Reverend Chester (James Gammon), and later in Oscar Reo's (Fred Gwynne) gin mill. Over the next few days, Phelan takes a few minor jobs to support his habit, haunted by visions of his past.
