Set in the Dogtown area of Venice Beach in the early 1970s, surfers Tony Alva, Stacy Peralta, and Jay Adams enjoy the life of skating and surfing the pier with board designer Skip Engblom and the other locals. One day, Skip is given polyurethane wheels for the skateboards in his shop, Zephyr Surf Shop. Teenager Sid, a friend of the boys who works in the same shop, invites Tony, Jay, Stacy and the other locals to test the new wheels. They are all amazed as the polyurethane wheels allow the skateboards to make the same carves on flat ground as surf boards on the waves. After witnessing what Todd Levy from the Eastern Shore of Maryland could now do with the wheels, Skip decides to add to his already famous surf team, a skate team, the Z-Boys. The team proves to be a success; winning many contests, Stacy, Jay, and Tony gain popularity from locals across Venice.

After rescuing U.S. Marshal Ray Carter (Robert Patrick) in Mongolia, the Angels, Dylan (Drew Barrymore), Natalie (Cameron Diaz), and Alex (Lucy Liu) are hired to locate a set of titanium rings called H.A.L.O. (Hidden Alias List Operation) stolen from the Department of Justice that, when put together in a machine, will display a list of all individuals in the witness protection program. Many people, including Justice Department official William Rose Bailey (Bruce Willis), who possessed one of the rings, were murdered in the process. Having discovered that one of the protected witnesses, Alan Caulfield (Eric Bogosian), was murdered in his house in San Bernardino, the Angels investigate the scene and discover evidence suggesting that Caulfield was smothered with a bag and the killer is a surfer with a scar on his left leg. Meanwhile, Natalie and her now boyfriend Peter Kominsky (Luke Wilson) are moving in together, with some help from Alex's boyfriend Jason Gibbons (Matt LeBlanc), whose relationship with Alex is on a "time out".

Jim Street (Colin Farrell), a former U.S. Navy SEAL and hot-shot cop from the Los Angeles Police Department and his SWAT team are sent to stop a gang of robbers who have taken over a bank. His high-tempered partner and close friend Brian Gamble (Jeremy Renner) disobeys an order to not fire on the bank robbers, and accidentally wounds a hostage in the process. Gamble and Street are demoted by Captain Fuller (Larry Poindexter), the commander of the LAPD Metropolitan Division. Gamble quits following the argument with Fuller, and Street is taken off the team and sent to work in the "gun cage", where he looks after the gear and weaponry. Six months after the incident, the chief of police calls on Sergeant Daniel "Hondo" Harrelson (Samuel L. Jackson) to help re-organize the SWAT division. Scientist Sebastian Caine has developed a serum that can make a subject invisible. His team of scientists, which includes ex-girlfriend Dr. Linda McKay and Dr. Matt Kensington, eventually enable the serum to work on a gorilla and restore it to visibility. Sebastian once again becomes obsessed with Linda while unbeknownst to him, she has become involved with Matt. Instead of reporting his success to the military, Sebastian lies to the oversight committee, which includes his mentor Dr. Howard Kramer, convincing his team to go right into human testing. The procedure is performed on Sebastian. It is successful and Sebastian turns completely invisible. He then enjoys sneaking around the lab in order to scare and play pranks on his fellow co-workers. They become worried that he is taking it too far. After three days, he is unable to revert to visibility.

Nomi Malone is a young drifter who hitchhikes to Las Vegas hoping to make it as a showgirl. Robin Hood, or Robin of Loxley (Cary Elwes), is captured during the Crusades and is imprisoned at Khalil Prison in Jerusalem. With the help of fellow inmate Asneeze (Isaac Hayes), who is in for jaywalking, he escapes and frees the other inmates. Robin is asked by Asneeze to find his son, Ahchoo (Dave Chappelle, in his first major professional role). Upon returning to England, he finds Ahchoo and discovers that Prince John (Richard Lewis) has assumed control while King Richard is away fighting in the Crusades. Unbeknownst to Richard, the prince is abusing his power. Robin returns to his family home, Loxley Hall, only to find it has been repossessed by John's men. His family's blind servant, Blinkin (Mark Blankfield), informs Robin that his family members and pets have been killed as well. He vows to get his home back before all his family's things are taken.

Eight years after the events of Child's Play 2, The Play Pals (Good Guys) has recovered from bad publicity arising from Chucky's (Brad Dourif) murder spree. Two years after Chucky was burned to a crisp and shot in the heart by detective Mike Norris, the killer "Good Guys" doll (voiced by Brad Dourif) is rebuilt from scratch by the Play Pals doll company to prove there is no fault with the dolls. Planet Spaceball, led by the incompetent President Skroob, has wasted all of its air.
