Accompanied by Selenia and Betameche, Arthur attempts to retrieve an enlarging potion from his house, which Maltazard seizes to enlarge his followers, whereafter Arthur returns to human form using an Elixir of Life given by a queen bee. In 1963, protagonist Arthur stays with his grandparents for the holidays, during which the Bogo Matassalai (a fictitious African society) assign Arthur a series of tests including camouflage and environmental nonviolence. Having passed these tests, Arthur prepares to see the Minimoys to celebrate, until his father decides to take him and his mother back to the metropolis. When a spider gives Arthur a grain of rice containing a distress-call, which he believes has come from the Minimoys, he returns to his grandparents' house, where the Bogo Matassalai's attempt to give him Minimoy stature through a telescope fails, and they instead wrap him in vines of increasing tightness until he falls in a drop of sap into the Minimoy Max's bar. En route to investigate the Minimoys' condition, Arthur and Max rescue Betameche, who leads Arthur to the King. He then learns that Selenia is held by Maltazard, who is inspired to invade the human world by increasing his own size. Maltazard tricks the Minimoys into completing this design. The telescope itself is destroyed in the process, leaving Arthur trapped at his Minimoy size.

Mays Gilliam is an alderman of the 9th Ward in Washington D.C.. After being fired from his post and dumped by his girlfriend, Kim, Mays is surprisingly chosen as the party candidate for the presidency (after his party's original presidential and vice-presidential nominees die when their two separate planes crash into each other) to run against sitting vice-president Brian Lewis. Assuming the election was already lost, the party decided to pick a likable but unwinnable minority candidate to improve their chances in the next presidential election. At first, Mays feels he will not be able to succeed as President because he would be representing the entire African-American populace, and does not want to do anything to mess it up. However, Mays begins to rise in the polls after his brother persuades him to speak out for what he believes. He begins to talk about issues such as welfare, money, society, etc. After Lewis runs a series of attack ads including one saying Mays supports cancer, Mays begins to fight back using what he claimed was "kissing" his opponent (taken from Bugs Bunny-Elmer Fudd cartoons). A part of this strategy includes dubbing a videotape of Osama bin Laden saying he hates America but loves Brian Lewis. This strategy gains Mays even more points in the polls. As voting day draws closer, Mays eventually learns the reason why he was chosen as the party candidate, and fires some disloyal campaign operatives (although they reconciled with him afterwards), as well as choosing his brother as his running mate. He later has a debate with his opponent in which he manages to win the crowd over by speaking truth about the American life. Finally, Mays ends up winning the election and the presidency. The film ends with a shot of Mount Rushmore with Mays Gilliam's head added; complete with bling.

A prologue introduces us to Dr. Austin Sloper (Albert Finney), a New York City doctor and resident of a large house on Washington Square whose wife dies in childbirth, leaving a daughter, Catherine (Jennifer Jason Leigh), to be raised by her father. As a child, Catherine is overweight, clumsy, and untalented; however, she is also a sweet, affectionate child. She adores her father and tries hard to please him, but he considers her a disappointment and treats her with ironic condescension. His thoughts are still much occupied with his beloved wife and with a promising son who died before Catherine was born, and he privately – but bitterly – resents his only surviving child for causing his wife's death.
