Harry Tasker leads a double life, performing covert missions for the U.S government under a counter-terrorism task force called "The Omega Sector" using the cover of a traveling computer salesman. Albert "Gib" Gibson and Faisal assist him in these missions under the command of Spencer Trilby. However, Harry's wife, Helen, and his daughter, Dana, believe he is a boring computer salesman who does a lot of "corporate" travel. Harry's latest mission in Switzerland reveals the existence of a Persian terrorism organization group known as the Crimson Jihad, led by Salim Abu Aziz. Lisa Piper (Drew Barrymore), an eleven-year-old girl from Cincinnati, Ohio, takes care of her siblings and cooks for her family. She has no time for toys, and refuses to be treated as a child. During a blizzard on Christmas Eve, Lisa is transported to Toyland. She arrives just before Mary Contrary (Jill Schoelen) is to be wedded to the unpleasant Barnaby Barnacle (Richard Mulligan), although Mary loves Barnaby's nephew, Jack Nimble (Keanu Reeves). Lisa stops the wedding and, with her new friends, finds out that Barnaby plans to take over Toyland. Lisa, Mary, Jack, and Georgie Porgie (Googy Gress) go to the kindly Toymaster (Pat Morita) for help, but he can only help them if Lisa really believes in toys. Barnaby confronts them and the Toymaster, finally showing his true colors, and steals a flask containing distilled evil that the Toymaster had been collecting, before leaving Lisa and company to be eaten by Trollog, a vulture-like monster with a single enchanted eye that Barnaby uses to spy on his enemies. They escape by blinding Trollog with paint and locking him in a chest, but are captured and imprisoned one by one in Barnaby's hidden fortress.

Dr. Thomas Rock (Timothy Dalton) is a respected 19th-century anatomist lecturing at a prominent medical school. He is deeply passionate about improving medical knowledge, a pursuit for which he believes "the ends justify the means." Unfortunately, due to the laws of the time very few cadavers are legally available to the medical profession, necessitating the use of graverobbers or "Resurrection men" by the medical establishment to procure additional specimens. Dr. Rock's young assistant Dr. Murray (Julian Sands) is given the task of buying the bodies, for which he is authorized to pay a small fortune, particularly for fresher corpses. When alcoholic miscreants Fallon (Jonathan Pryce) and Broom (Stephen Rea) overhear details of the arrangement, they begin to murder the locals and sell their bodies. Gradually, Dr. Murray becomes more suspicious of the string of fresh bodies turning up at the medical school, but Dr. Rock dismisses his concerns. Meanwhile, Murray has begun to fall for beautiful local prostitute Jennie Bailey (Twiggy), who soon becomes the target of Fallon and Broom's murderous enterprise. When Jennie's friend Alice (Nichola McAuliffe) turns up dead in Dr. Rock's dissection room, Murray realizes what is happening and heroically rescues Jennie from a murderous Fallon. Both killers are soon arrested, but Broom agrees to turn state's evidence against his former partner, and is set free, unrepentant. Fallon is executed by hanging. Dr. Rock, for his part in the killings, is the subject of widespread public outrage, but ultimately not punished or censured by his colleagues. The film ends with Rock pondering his responsibility for the horrors and concluding, "oh my God -- I knew what I was doing.

The film begins with a tunnel collapse at the Sonderditch mine, in a scene that establishes the courage of Slater and his chief miner, 'Big King', and the bond of trust between them. This is contrasted with the contempt with which some other white managers treat the black miners. It is soon revealed that the collapse was no accident, but part of a plan by a London-based criminal syndicate, which includes the mine-owner's son-in-law Manfred Steyner, to destroy the mine so that the syndicate members can profit from share-dealing. This will be done by drilling through a deep underground wall or 'dyke' which is all that prevents an adjacent reservoir of water from flooding the mine.

In London, a serial killer is raping women and strangling them with neckties. Most of the film takes place in Covent Garden, which at the time was still the wholesale fruit and vegetable market district. Fairly early in the film, the audience sees that fruit merchant Robert Rusk (Barry Foster) is in fact the murderer. However, circumstantial evidence has already built up around his friend Richard Blaney (Jon Finch).
