Roscoe "Rocky" Carroll (born July 8, 1963) is an American actor. He is known for his roles as Joey Emerson on the FOX comedy-drama Roc, as Dr. Keith Wilkes on the CBS medical drama Chicago Hope, and as NCIS Director Leon Vance on the CBS drama NCIS and its spinoffs NCIS: Los Angeles and NCIS: New Orleans. He also played a supporting role in the 1995 thriller film Crimson Tide.

Carrière
Sa carrière d'acteur prend ses racines dans le théâtre. En 1981, Rocky est diplômé de la célèbre School of Creative and Performing Arts. Déterminé à approfondir ses connaissances sur la comédie, il entre au Conservatoire d'art dramatique de l'Université de Webster, à Saint-Louis, d'où il sort avec une Licence (BFA degree). Après ce cursus, Rocky décide de se jeter à l'eau et part à New York, le cœur de la communauté des acteurs. Il travaillera notamment sur les œuvres de William Shakespeare en participant aux productions de Joe Papp Shakespeare in Broadway, auxquelles il présentera de nombreux comédiens issus de minorités.

Son premier rôle important a été celui de Willie dans le film d'Oliver Stone Né un 4 juillet en 1989.
C'est en jouant le rôle du Dr. Keith Wilkes dans La Vie à tout prix (Chicago Hope) qu'il rencontre Mark Harmon avec qui il se lie d'amitié. C'est grâce à lui qu'il obtiendra un grand rôle sérieux : le directeur Leon Vance dans la série NCIS : Enquêtes spéciales (récurrent à partir de la saison 6) et son spin-off NCIS : Los Angeles et NCIS : Nouvelle-Orléans.

A series of strange abductions have occurred in Gotham City, Central City, Coast City and Metropolis among others. Video footage suggests that Batman, a wanted, costumed vigilante, is behind the incidents. When a mysterious, burly, cloaked kidnapper abducts a woman, Green Lantern (Hal Jordan) arrives to confront the kidnapper and saves the woman when she is dropped from above. Green Lantern then attacks the kidnapper, revealing it to be a monstrous Parademon. The creature defeats Green Lantern soundly, and as he is about to be killed, Batman appears and attacks the Parademon, trying to interrogate it. The Parademon then attacks both heroes. They escape from the city's police and chase the creature into the sewers, where it charges a Mother Box and explodes. Batman and Green Lantern examine the box, deduce that it is of extraterrestrial origin, and decide to ask Superman for an answer. Another Mother Box, supplied by The Flash (Barry Allen) is being studied at S.T.A.R. Labs. Doctor Silas Stone, father of Vic Stone, deliberately misses his son's football game so he can study the box. Arriving in Metropolis, Batman and Green Lantern fight Superman—who has fought a Parademon previously and believes the heroes are working with it. The battle spreads over a portion of the city; it finally stops when Batman calls Superman "Clark". Superman uses his x-ray vision and recognizes Batman as billionaire Bruce Wayne. The three heroes then begin to collaborate. On planet Apokolips, Darkseid orders Desaad to begin an invasion of Earth in response to the superheroes' discovery of his plans.

James "The Grim Reaper" Roper (Damon Wayans), the undefeated heavyweight boxing champ of the world, defeats his latest challenger with ease and visits an after-party thrown by the Rev. Fred Sultan (Samuel L. Jackson), a conniving and manipulative businessman who also acts as Roper's fight promoter. The Sultan relays some bad news to everyone: The fight was a financial flop. He deduces the reason that boxing events have become far less profitable is because audience members are sick of watching only black boxers fight each other. The Sultan predicts that a white contender, even one without a viable chance of winning, would create a huge payday for all involved in the fight (citing the Larry Holmes vs. Gerry Cooney battle in 1982 and the playing of the race card in that instance as a precedent), and he vows to either find or "create" a white contender in no time at all.
