Roscoe Karns (September 7, 1891 – February 6, 1970) was an American actor who appeared in nearly 150 films between 1915 and 1964. He specialized in cynical, wise-cracking (and often tipsy) characters, and his rapid-fire delivery enlivened many comedies and crime thrillers in the 1930s and 1940s.
Arguably his best-known film role was the annoying bus passenger Oscar Shapeley, who tries to pick up Claudette Colbert in the Oscar-winning comedy It Happened One Night (1934). From 1950 to 1954, Karns played the title role in the popular DuMont Television Network series Rocky King, Inside Detective. His son, character actor Todd Karns, also appeared in that series.
From 1959 to 1962, Karns was cast as Admiral Walter Shafer in seventy-three of the ninety-five episodes of the CBS military sitcom/drama series, Hennesey, starring Jackie Cooper in the title role of a United States Navy physician, and Abby Dalton as nurse Martha Hale.
Karns was born in San Bernardino, California, and died in Los Angeles.

In the spring of 1941, Al Woods quits an Oklahoma college to join the armed forces after a quarrel with his co-ed sweetheart, Jo. He joins the Coast Guard, partly by chance due to the flip of a coin. After boot training, Al is assigned to a buoy tender in Boston, the Periwinkle, as a ship's cook. Eddie Tayloe (Madison) is a reporter assigned to the Ft. Worth desk of a Dallas newspaper, and as the two neighboring cities are feuding, therefore has nothing to do. He dreams of becoming a New York playwright, and a small inheritance from his grandfather gives him his chance. Quitting his job, he begins the long drive. Picking up hitchhiker Perry Denklin (Lynn), also looking for fame and fortune in New York, he shares with her encounters with various eccentric characters. The big city does not work out for either of them, and when Eddie finds Perry working in a Coney Island girlie show, he pulls her out and they find happiness together, buying a ranch back in Texas.

Singing star Dixie Boy Johnson (Benny Fields) and his wife Caroline (Molly Lamont) are jubilant over Dixie's headlining a Broadway show and Caroline's impending motherhood. On opening night, Caroline is rushed to the hospital and Dixie begs to leave the theater and join her, but producer Lew Dunn (Alan Dinehart) refuses. Caroline dies in childbirth and Dixie is shattered. He leaves the baby in the care of his friends, Lasses and Mae (Roscoe Karns and Gladys George), and drops out of sight. Presumed dead, Dixie stays under cover and takes an assumed name, as a shipboard entertainer. Years later, Lew Dunn grooms Dixie's daughter Caroline (Judy Clark) for stardom in a revival of Dixie's Broadway show. Dixie's former agent (Jerome Cowan) sees an opportunity to sue Dunn for damages, and arranges for Dixie to confront his daughter and his old friends.

The storyline of the film follows several women who volunteer for the Canteen and who must adhere to strict rules of conduct, the most important of which is that while their job is to provide friendly companionship to and be dance partners for the (often nervous) men who are soon to be sent into combat, no romantic fraternization is allowed.
