Ruby Keeler (born Ethel Hilda Keeler; August 25, 1910 – February 28, 1993) was a Canadian-born American actress, dancer and singer most famous for her on-screen coupling with Dick Powell in a string of successful early musicals at Warner Brothers, particularly 42nd Street (1933). From 1928 to 1940, she was married to singer Al Jolson. She retired from show business in the 1940s, but made a widely publicized comeback on Broadway in 1971.

Scooter (Billingsley) is a teen from a wealthy Beverly Hills family. After his plastic surgeon father (Sheen) remarries, Scooter is virtually ignored by his father and stepmother (Moore), and treated badly by his two other spoiled siblings, Sterling (Ramon Estevez) and Tiffany (Cathy Podewell). Scooter devises a plan to fake his own kidnapping to get his parents' attention and enlists the help of two bumbling crooks, Clive (Young) and Elmo (Kirby). After Scooter is "kidnapped" and a ransom is demanded, he quickly realizes that his plan failed to work and his parents don't miss him.

Mr. Carey (Ralph Morgan), a captain in the United States Navy, dies during the Spanish–American War. His wife Margaret, daughters Nancy and Kitty and sons Gilbert and Peter are left behind. They are now on their own with only Capt. Carey's pension for income. The family moves into a series of ever-smaller rented houses while Mrs. Carey works in a textile mill. When she is injured, they lease a broken down mansion for a year at a nominal fee, and invest the captain's small life insurance payment to fix it up into a boarding house. Colleen is the manager of a dress shop named "The Ames Company", owned by Donald Ames. They try to keep Uncle Cedric from working, because he'll ruin the company. Troubles start when he hires schemer Joe as his personal assistant. He later also hires Minnie, a woman who has a great passion for fashion. When he buys the dress shop for Minnie where Colleen works as a bookkeeper, a scandal is soon followed. Donald decides to shut the shop, but is stopped because of his infatuation towards Colleen. It is Colleen who eventually makes a profit out of the things that happened. Meanwhile, a man named Cedric tries to adopt Minnie. Minnie refuses and thereby causes a scandal. This angers Alicia, but the press can't get enough of it. Donald loses Colleen's affection and thus is sued by Joe.

Richard Palmer Grant Dorcy, known as "Canary," (Powell) is an enlisted man in the United States Army. Stationed in the Hawaiian Islands, he has an friendly but argumentative relationship with his sergeant, Scrapper Thornhill (Pat O'Brien). Although he hates taking orders, Dick has no intention of becoming an officer. When General Fitts (Henry O'Neill) arrives at the base with his daughter Kit (Keeler), Dick is assigned to drive her to the reception that evening. Falling victim to the moonlit night, Kit and Dick miss the reception and attend a native luau instead. They are discovered in each other's arms by Lieutenant Biddle (John Eldredge), who is also in love with Kit. Biddle blames Dick for ruining Kit's reputation and Dick decides to desert. Scrapper begs Kit to straighten things out with Biddle.
